I don't think so? Usually the character is attractive and there is mild fanservice as a result, but it's not the core of the trope.

No. They appear in kids' shows, too, as cartoon animals etc.
Most characters in fiction are pretty and people find them attractive or cute, but fanservice is a special trope — Wrench Wench definitely doesn't have to be dressed sexily, wear revealing outfits, she doesn't have have to show some legs or cleavage etc.
