I feel like the definition for this target is really ambiguous. When I'm searching through work pages that list this trope, they can range from the main villain getting away with just a slap on the wrist, to heroes not being punished for minor infractions. There's no hard definition for who qualifies for this trope, and it seems like a few of them might boil down to Your Mileage May Vary. Basically, that's where I feel this trope should go. An author almost never intentionally creates this, and it's the audience who decides if the villain is sufficiently punished or not.
