For the former, I've seen/heard about the trope being used to portray incidents in fiction where the military is incompetent, but use the former trope in explaining it. The trope page also clearly says that it's used for anyone being in a law enforcement capacity like police officer, coast guard, the night watchman, security guards. The latter trope is only for military forces (I would argue military police to be included here since they're meant to enforce military laws if military personnel commits a crime).
I guess it's easy enough to look for misplaced tropes for Police Are Useless. It's just a matter of how many misplaced trope entries were made.
