It's a bug. Next time you see a page that seems to be locked for no reason, go to its history page and see if the lock icon is still there. If it isn't, then the lock is because of a bug and can be unlocked by clicking the Edit button.
I handled the Multiple-Tailed Beast page.

Sometimes I simply click on the edit button regardless of the lock icon and it works.

Is it because it\'s a featured trope (as of this post)? That\'s the only explanation I can come up with. It seems like it would not cause any confusion... it\'s a creature with multiple tails. It\'s not an example of People Sit On Chairs, since animals with multiple tails are rare in real life, but it is something that is unlikely to be misinterpreted. Most examples cited would be an example. It also would not invite complaining. So, why is it locked?
I was about to edit it (because the Pokemon Ninetales is technically an example of a Pun, not Exactly What It Says On The Tin,) but the page is locked so I cannot.
