Yeah that is the origin of thhe catchphrase. But its not exclusive to that show alone as he said that in the animated adaption if Throne of Atlantis when he summoned a shark to eat Black Manta. I literally marked out at that scene.
I'd still say that isn't enough to count as a catch phrase. That's one show and a single Mythology Gag in a movie.
It's just one of those things where, despite being a newer version of the character, people are willing to accept it as the most iconic because they like it the most.

Kind of the only real downside to Deadpool 2 to not use that line. It’s a lot more fitting there, than say X-Men Last Stand.

Well to be fair my original comment that span this mini discussion was pretty much a joke that I am amazed nobody caught on the moment I said I will deemed this movie shit if Sivanna didn’t say his cliche catchphrase. Hell I was even originally going to reference Joey Wheeler’s Brooklyn Rage catchphrase from Yugioh TAS, but that would make the joke too obvious so I went with good ol’ Juggs.

Regarding Strong’s Sivana if in this film the character doesn’t utter a serious version of his infamous catchphrase “Curses, foiled again”, than that automatically makes this movie shit by default.
. . . yeah I have eskewed priorities. Why do you think I hate the movie Justice League for the sear fact of leaving out Aquaman’s catchphrase “Outrageous”? And that movie have no excuse for leaving it out since it manage to sneak in Cyborg’s catchphrase “Booyah” and even the New 52 Animated movies allow Aquaman to say his catchphrase. Hell even that shitty Fant4stic movie have the Thing say his catchphrase; though they gave it a fucked up origin of why he uses it.
