I think it's partly that, and partly Bethesda thinking that they will get a bit more money from folks who haven't been burned already by the game will now buy it because it is suddenly appearing on their favourite games store.

It would have been a good strategy sooner but at this point they're just throwing good money after bad because the reputation damage has been done.

Consumable items you can purchase on the Atom Shop to fix equipment in the field, after they apparently nerfed the perk card that slows the rate of equipment breakdown. And they're also talking about introducing refrigerators to the game after players have noticed that their food is spoiling a lot faster since a patch.
Thus, cries of "pay to win" microtransactions, because 76 needed more controversy.

Which would be great if it weren’t for the fact that it’s semi-recently come to light that he’s a massively homophobic bigot, among other things.
Apparently FO 76 and a bunch of other Bethesda titles are coming to steam as part of this sudden “Exclusives War” between Valve and Epic Games.
