Misused: Those Two Bad Guys

The trope Those Two Bad Guys, according to the trope description, is "a pair of bad guys who not only provide bloodshed, but also exposition in the form of conversation between them; not to be confused with Those Two Guys". But, especially in the Animated Film and Western Animation examples, it often gets used for any duo of villains - basically Those Two Guys who are bad, without any regard to the talkative, exposition-giving aspect. Also, the majority of the examples are Zero Context Examples, just two names and the work title, and fail to show how do these characters provide "bloodshed and exposition". Take a look at the lists yourself: 1, 2. A few specific examples I recognize as misuses:

  • "Horace and Jasper of One Hundred And One Dalmatians. - ZCE. They are a pair of bumbling henchmen to the Big Bad. They provide a lot of physical comedy, but very little exposition.
  • "Pain and Panic from Hercules, a duo of dimwitted cowardly spirits that fear Hades and serve him loyally, but with no real personal motivation in themselves." - At least not ZCE, but fails to explain how they provide exposition (and as far as I remember they don't - it's the muses who do).
  • "The Duke of Weselton's two thugs from Frozen." - ZCE, and these two characters don't even talk, so it's impossible for them to provide exposition.
Should the trope be redefined to include any duo of villains (that is a bit too much like People Sit On Chairs to me), or renamed so that it's more clear what it's about, or keep the definition and name and just purge all the ZCE-s and misuses?
