Since my younger stepbrother is routinely demanding a new form of entertainment (specifically the Yu-Gi-Oh and Pokemon TCG, at one point) because certain cartoons and films, Fire Emblem Conquest & Awakening (plus an handful of other games), and basically anything else that promotes "bullying" or revolves around the power of friendship triggers one of his episodes.

So my experience with Yu-Gi-Oh is along the lines of buying the 2011 video game, building an deck around Stardust Dragon/Assault Mode and another creature that blocks card effects, adding in a few Synchros as muscle, realize that the A.I. isn't as great as the anime advertised, spending a few months collecting cards, and looking upon how many duplicates that I have in my quest for the aforementioned dragon. When I compare my experience to his request, this is easily over an hundred bucks.

So as someone who never done this kind of thing before, how much money can I expect to shell to build an working, legal deck for the two of us? Since I barely have any friends in my apartment complex and I doubt if there's anyone near our ages (21 and 12th grader) who has an interest in Yu-Gi-Oh and lives nearby.

I keep explaining to him that I believe that it's expensive and we're better off playing video games, but he barely listens...

If you're just playing between the two of you and not trying to compete with other people, just start off with some intro decks you can pick up at Walmart or the FLGS. That shouldn't be too expensive, relatively speaking. Maybe around $40. Buy some packs if you want to play the card lottery for fun, but my advice for if you want a specific card is to go to a gaming store and buy the card instead of wasting money ripping packs.

So I've just checked the web on what's available at the nearest Wal-Mart, and the only things that are popping up is an few legendary collection packs priced at $29.96 and a structure deck running under seven bucks without tax. Since I believe that there aren't an lot of cards in an structure deck and sixty bucks is an little bit more than what I pay for an brand new 3DS game. I guess I should stick to handheld gaming...
