DW can release guys whenever they damn well please, they just don't care enough to. The same way they didn't care about guys receiving chocolates for the first year (a blessing in disguise) or making all the seasonal welfare girls.
My salvation in the costumes is that I already have all these boys so my LB 3 fund is still safe.

They aren't as hard as other challenge quests, so you might want to give them a try still. I'd actually put the difficulty for them lower than some singularity/lost belt story missions.

Yeah, really, as long as you have a good support of the proper class, it's going to be pretty easy to go through the challenges. I think the only real hard one is the Gugalana challenge.
