Either the honor system or I can make all dice rolls. I usually use random.org for dice rolls.

Favor is gained by serving the Master. If the Master is pleased by what you do, you gain Favor. If you displease the Master, you lose favor. You can also gain favor by reducing a stat, equal to ten times the new level. (IE: If your Strength is 4, you can reduce your strength to 3 to gain 30 favor.)). You can also spend favor to gain a level, where the cost is equal to ten times the new level. (If your strength is 3, you can raise it to 4 by spending 40 favor).
Seduction:
Maids can try to seduce each other. If you seduce someone or someone seduces you, the two of you can indulge in romantic activities (Keep it PG) to reduce stress.
If you have seduced another maid, you can give orders to that maid and the maid will want to obey you. However, when the maid obeys them, you have to give them favor to repay them.
If your maid is seduced, you have to obey the seducer if possible. If you get two conflicting orders (one from your seducer and one from the master) there is a roll to determine which one you follow, but you receive stress.

But I can go with the lab if you want (just had another Lab char in another RP so I thought I should go with something different this time, but I'd be fine with both.).

My inclination is yes, they've done this vigilante thing before, but this is a communal story. Do you want this to be your maid's first night out? Fine! Is your maid an experienced guardian of the night, who's mere whisper can cause hardened criminals to need their brown pants? Also fine!

Sgt Pendelum, you disturbed the Emperor's groove. Due to losing favor, you now have negative favor. You must choose a stat (higher then one) to lower to gain favor.
If you lower athletics to 2, it will give you 20 favor points. If you lower skill to 1 it will give you 10 favor points. If you lower cunning to 2, it will give you 20 favor points. If you lower will to 1 it will give you 10 favor points.

She has base stats of 3 but will flee or allow herself to be captured after taking 5 or more stress. She basically wants to sabotage the flower gardens to improve her chance of winning the coveted annual New Gotham Best Garden Ribbon. She is human.

I'm thinking about having each group (meeting, home guard, and shoppers) encountering one or more criminals.

How to attempt a task:
When attempting a task that you have a chance to succeed or fail at, roll one six-sided die and then multiply by the relevant stat. Example, if you are trying to clean the floor, you would take your 'skill' stat and multiply by a dice roll.
I, as the GM, will determine the 'challenge' of the task. If you roll equal or above the challenge, you have succeeded in the task.
Combat:
Similar to attempting a task. Choose a relevant stat to fight with, roll a six sided dice. Your opponent (or me, if you're fighting an NPC) chooses a stat and rolls a six sided die. Each side multiples their die roll by their stat. The winner is the person with the higher attack power. The loser then takes stress, equal to the winner's attack power divided by the loser's stat.
Example: You plan to try to fight an opponent with strength. Your strength is 3, you roll a 4, for a total of '12' The mook decided to use his strength of 2. He rolls a 5, for a total of '10'. 12 is higher then 10, so you win. The mook then takes 6 stress (12 divided by his strength of 2).
NP Cs are defeated when their total stress is higher then their Max Stress. For the Master or the Maid, hitting or exceeding their max stress triggers a stress reaction.
Stress Reaction
A stress reaction lasts until your total stress is zero. Each time you post roleplaying doing your stress explosion, you lose 2d6 (2d6: Roll two six sided dice, add the totals together) stress. You have to wait till at least one other person posts before you can post a second stress explosion post.
