I agree, the entire franchise is just wide open in terms of where you could go with a fanfic. There really is no limits. In fact, you could start off with an entirely new set of original characters and have it set within the world around the same general time frame doing their own thing and have it work remarkably well, provided you insert enough 'Borderlands' locales, concepts and potentially NP Cs to qualify it as a fanfic.
Heh, that kinda reminds me of RWBY and how its team configurations are so ripe for OC's that the creators explained how they made the teams, specifically so fans could do it in a way that fits into canon. Borderlands teams are more freeform, of course, it was mostly just the teams of four that reminded me.
Oddly though, I haven't seen many Borderlands OC fics.
I was thinking of doing an Self Insert mixed with The Gamer so he can use fighting game moves though unlike most examples of the Gamer, actually be on the same level as the other Vault Hunters.
I was going to insert on 2 and following the antics of the second group of Vault Hunters.

With Borderlands 2, the Pre-Sequel, and Tales, the setting of Borderlands has received a massive overhaul, ripe for fan fiction.
