He hit the guy, dude was like 'wait what why are you hitting me I haven't done anything wrong' and then there's some more hitting, then there's a fade to back as he slowly beats the man to death in a presumably very gory manner.
I mean yeah okay he was doing to the cop what the cop did to the prostitutes but, y'know, a good guy probably shouldn't be taking so much pleasure in inflicting pain. So yeah, I don't consider Sebas to be terribly heroic.

Oh yeah I forgot about the initial beating. Which was primarily trying to get if he understood what he did was wrong. Then realizing he was true scum and fatally wounding him.
Also looking a the passage from the novel when he met the guy. Sebas states that the rest of the guys he encountered are "dead or unconscious with their legs and arms broken."

The biggest issue with Sebas is that his punishments are (excuse the obvious pun) draconian. Sebas is one of the the good NPCs simply because he's willing to go out of his way to help people without attaching strings or thinking of the benefits to Nazarick. It's to the point Sebas thinks he's cursed since he's not like the others due to him upholding Touch Me's code, which I think the anime cut. Likewise there are couple of good NPCs willing to go against Nazarick, to the extent they can, and seeing as the anime insists on ignoring Nigredo it either has or will be ignored.

And I still kind of want them to go with the Web Novel ending.

He did not harm Cooco Doll or Succulent.
Well then it was changed for the anime. He stated to the corrupt cop that the other guys that could help him were unconscious or dead depending on how hard he hit them.
Also does fatally wounding someone count as Torture? Cause all he did in the Anime was kick a hole in the guy then leave him to die.
