His entire body surges with electricity for a few seconds, visibly straining, and he slowly aims his right hand at Sasuke. He fires much of the bolt back at him. He falls to the ground, still fully conscious but weakened and his arms numbed, using an air cushion to soften the blow.

Well, if you moved back several dozen pages, you'll see that he's capable of lightning redirection. This much lightning at once does damage him, though.
