He is. Daigo flat out said he felt sorry from the designers. Speaking from experience, he's an awkward mess, with unique specials that don't help him, even stubbier normals than usual, and nothing he does is better than what Akuma can do, and better.

Kage is a bigger failure than Falke was. Falke was just kinda boring and underwhelming at the worst, but Kage is like, pleasing nobody lol.

Kage also has the unique distinction of his whole character story being Ryu not caring about him and disappearing at the end of it, his story literally begins and ends in universe with no one caring.

What is Kage's role exactly? I thought he was supposed to be the Satsui No Hadou incarnate or some crap.
He is... I think. But like he just shows up while Ryu is meditating and is like “YOURE NOTHING WITHOUT ME!1!” And Ryu’s just says “yeah no don’t care.” So then he goes and beats Akuma and Sagat, neither of whom care about him at all, and then is like to Ryu “SEE IM STRONGER THEN YOU!” And Ryu just says “still don’t care” and he vanishes while screaming or something.
That’s what I mean by weird he’s so, inconsequential it’s kind of hilarious lol

People like Evil Ryu but I feel like even Capcom's like "yeah we're past this" with regards to him as a character
and by the time of 3 Ryu's given up the Satsui no Hadou entirely, so I guess Kage's just their wrapping that plot thread up and giving fans of Evil Ryu a character to fuck with at the same time.

Mechanically I think they were going for a heavier meaty Ryu to Akuma's 'Ken'
but Kage just feels weird and awkward
I mean Falke's kinda basic and not really flashy but she's functional
Kage's flow is just... ehh

Not really. He just gave up tempting Ryu into the Satsui no Hadou and that, should they meet and fight again, Gouki/Akuma hopes that Ryu would master the Mu no Ken (Fist of Nothingnes) by then.
