Also, some rando is wondering how Dabi is even still alive, but we the audience know that his body actually tolerates extreme cold much better than the opposite, thanks to the mismatch of his Quirk and his physical constitution.
This chapter really made me feel how sad of a character Spinner actually is. This is a guy that looks to nutcases like Dabi and Toga with envy.
It is sad, isn't it? Even during MVA, when he decided that he'll be Shigaraki's hypeman, he can't succeed at even that; AFO's got reins over the entire PLF and Shigaraki was honestly barely conscious through the last month.
To someone who is completely dead inside like Spinner, having a goal in life - no matter how self-destructive or delusional it is, see Dabi and Toga respectively - is a goal in itself. Even now that he's become the face of PLF's metahuman revolution, you can tell he's not in it one hundred percent, so I hope that he'll have his moment to boost Shiggy or be boosted in return. Give us one last go of the Power of Friendship, LOV edition, Hori!

grahIIRC, Word of God on the matter is that Hisashi Midoriya works at an office branch that is out-of-country. So cultural reasons are less relevant in this case than the sheer distance of his workplace.
And given the current state of the country, I doubt entering the country would be possible unless his company does something related to disaster relief or the like.

Back then I noticed that the small moment between Ordinary Girl and Shoji might have been a seed to something about the hetermorph subplot during the war.
With Shoji front and center facing Spinner, looks like my observation might have been on the mark.
He even placed Koda on thar particular battlefield.
No celebration yet, as Hori can still chose to skip the plot, but I'm cautiously optimistic.
