Since Salami is supposed to embody Pride, he probably assumed or imagined White Chain would behave as a normal angel and give up her claim as the victor to fight him, "retreating to a defensible position" like she would when playing poker.
It makes sense for White Chain to push the issue, since it gives Allison and co. a chance to leave and hopefully the worst that will happen to White Chain is her current body is wrecked and the gang has to ask Vigilant Gaze for help getting her a new one.

A hypothetical question that has been bothering me for a while. Angels need shells to live. Devils cam become symbiotic/parasitic skins for mortals. Can a devil-skin becom a shell for an angel?

It's unclear precisely how angel shells are made. They're probably not normal stone and ceramic. So my answer would be that it depends if devil skin can contain the living nuclear explosion that is an angel.
Cio's number of arms varies. She has multiple ways of adding extras.

it's a reminder he doesn't get to ignore the rules just because he wants to, and that his word is not inviolate.
