I'm assuming it was all part of Barry's trap considering how quickly they had armed cops on her once she was out of the light.
Plus, in theory, if she hadn't been right there in the room with them, she wouldn't even had known when to attack, broad daylight or not.

Okey I saw a episode were aparently barry found how he kill the speedforce(and dear god, why look he and the speedforce are lovers?) and thawne was there....

I imagine he still has his powers in some latent way, they just removed the risk of them activating accidentally. I can't remember what they actually said in the show, but even if they did say 'completely removed', it's not like they haven't gone back on that before.
I wouldn't be surprised if he eventually 'unlocks' a safer way to use his powers. Probably a fly or die kinda thing.
