Basically Japan in Zvezda's universe is a police state, and the only exception to this was Udogawa.
Also no more transforming which means we won't see whether Renge will turn into Black Robin this time.
Speaking of Renge does this count as Friend-or-Idol Decision? She pretty much listened to her heart rather than her head this time.

It is good to see that she is conscientious to realize wow, you guys are going too far, i'm out.
So Udogawa was actually being protected by Zvezda... I'll be damned.
And Christ, Miki, you are cold blooded. Can't tell if personal.
I imagine when Zvezda eventually regains their power base we'll probably see a Black Robin or something similar.

I don't think Miki is necessarily evil, she seems more of a I Was Just Following Orders type.
Btw, did Atsuta's narration imply that Japan had been in a state of civil war? Hmm, that explains why the martial law in episode 1 was treated so casually.

Given how she's been suddenly given a huge responsibility too (she's become the de-facto commander of White Light), there's likely a whole lot of stuff pushing her to act like she did.
And man, you'd think that Asuta's dad was a lot savvier than this. A capable underling admitting that she hated him?
As for the civil war, that's how I interpreted it as well. The Civil War happened, Udogawa just remained fairly untouched because it stayed neutral.

So would Atsuta's dad, as Governor of Tokyo, essentially be a Warlord? If that's the case, how did they have free reign over the city with their Special Forces and Tank Brigades if West Udogawa declared itself neutral.

Episode 10:
- A civil war was going on!? Heh, I'm surprised.
- Kate sure was in a state of shock.
- White Falcon's no longer commander. Now she's taking orders from someone she detests. That has to suck...
- So transformations are limited.
- Goddamned smoker!!!
- Renge has the best sense of justice.
So is the world outside of west Udogawa destroyed? That would make it much more practical to conquer.
You know, even after this episode, the Governor is probably still pretty far down on the list of horrible anime parents.

Not much comedy this week aside from stuff like UDO brand goods getting removed. It was also horrifying to see Roboko splayed like that.
The next episode preview sounded like it came out of a romance drama.
Well, that pulled everything together nicely. Well executed.
Episode 11. In which success lies in the small details.
Accidental padding. And she didn't feel anything?
What was she actually doing preparing the breakfast? I'm pretty sure I don't prepare the same thing the same way, even if I get the same results.
I expected an Ironic Echo Cut to Kate crying.
They actually mentioned her age. I wonder if she's breaking any laws with that. Well, laws as we would think. I kinda doubt they have the same ones.

I like the rooftop conversation. I'm not sure I'd say ,"Rejected," as much as, "In another time, another place. And I'm going to make it that time, and that place."
"This is a smoke-free zone!" Does that means she's a good guy?
So, next episode, the final showdown. As it should be.
Oh, I forgot to mention, but last ep they actually mentioned her flushed ears. One of those smaller details I find neat.

I think at this point the White Light (apart from Renge) lost whatever supposedly moral high ground they had when they fully subordinated themselves to the Tokyo governor.
It's funny how the series managed to build something that was thrown as an aside for comedy's sake (smokers have no souls!) into a legitimate threatening trait for its big bad (you're literally no longer human when you smoke).
Episode 11:
- Fugitive life's hard. But Renge enjoyed it while it lasted...
- Roboko was disassembled. And Goro's in the morgue. There, Kaori reflects on pathetic memories.
- Oh... he called her by her last name...
- Smoking's bad, yes. But smoking that kind truly means... You were long gone, huh, Kyoshiro?
Onwards to the final battle. And don't forget to take the Yasu mascot with ya!
EDIT: Looks like Kaori's stopped aging just like Kate. And the old man who took care of Kate and Itsuka just happened to be a big-name politician. Coincidence?

Having the leader of West Udogawa being the one to harbor Kate and Itsuka is good. Goes to implicate that the citizens are not happy being annexed by Tokyo.
I know someone is going to call me crazy, but I have to say this.
This show constantly makes me think of the Cornetto Trilogy of movies in that they are comedic but there is an ungodly amount of foreshadowing and numerous hints at the complexities within the story. For however ridiculous the things that happen are, they still make so much sense in the context of the show, and there is always something important to look for in every installment.
OH GOD WHY AM I A CAR!? - ForzareEpisode 11: Never thought this show could capture that "fugitive on the run" feeling so well. By the way, I don't think you've been rejected, Renge.

White Robin makes a rather good entrance, methinks.

Also funny is putting the eye-patch on the wrong eye. Which was kind of obvious due ot the mark on it.
Also also funny is Kate's driving license. No expiration date. Well, that card certainly has seen better times. Probably lots and lots of better times. And when did Japan stop issuing licenses without expiration dates? To my knowledge they need to retake the test every so often.
It did mean she's a good guy.
That was not the Chekhov's Skill I expected to be used... Well, before the encouragement from Itsuka.
I like the kids greeting her. Nice touch.
"Artistic license may have been taken." Yeah, "may have". He's wrong. It wasn't just that part.
Awesome episode. Overall, I find that this anime does very well in adding unpredictable events.
