They thought they could break the unstable "peace" and "win", it seems. Or, perhaps, seeing their warhammer titan got mixed up with both the attack and the founder, Eren/Ymir manipulated them via paths to get the situation that led to their present.
Makes me wonder about the other Ymir who got sent to paradise and became a wrench in the plans of the Warriors when they first landed on the island if somehow Eren planned that.

Willy, and the rest of the Tyburs, were well liked by most of the international community from my understanding as they were quintessentially considered one of the good ones and Willy was just naturally very charismatic.
Willy's plan was to basically martyr himself and get a bunch of Marley born Eldians killed at the same time because hes just a self-hating asshole that way despite them being his people too. Willy by martyring himself would get the whole world to go and commit genocide on Paradis for fear of the island devils. Willy and Magath also set the event up so Eren would likely kill off most of the military brass that were holding Marley back. Marley before the Attack on Liberio had a lot of Marleyan military officials that were incredibly arrogant and wouldn't listen to the Warriors at all cause Eldian. Those officials were all killed in the attack, leaving Magath as the sole leadership choice.
Willy idiotically did not account for the possibility that Eren had Paradis and other countries behind him despite the fact that even he acknowledged that Marley also has made its own hated enemies. Willy did not consider that his entire plan was going to push Paradis far enough into a corner that they were going to unleash the Rumbling anyway. Willy didn't account for the fact that the Warhammer Titan was woefully unprepared for a battle with people whom have been fighting Titans for decades upon decades. Willy did not account for the Ackermans despite the likelihood of him hearing about them through Zeke at some point in the 4 year time skip.
Long and short of it if their is anyone to really blame for this domino effect it comes down to the Tyburs and the Eldian Kings for doing these stupid plans. Willy's plan to a degree put Eren and Paradis in a very hard to handle situation and Eren sadly took the worse option possible to handle it in the end. It should be noted that a big part of the reason why Marley is so warmongery and extremly racist towards Eldians is due to the Tybur's influence. It's also somewhat implied that Marley influenced the world in that way too.

Ok, I guess I was thinking nonsensically about it. The whole plot started when a girl fell in a hole and got something attached to her just because she released some animals, so despite how well some people plan, other things just happen with no outside influence.
With a "0", not an "O".A little late but I do agree that Isayama's drawing skills have improved. But I still find it pretty hard to tell characters a part sometimes, especially when a lot is going on or we're seeing less prominent characters who don't get as much panel time to begin with.
Tower of God had as big of an improvement as Attack if Titan when it came to drawings.

For example Angels playing disguise with devil's faces is likely referring to the Marleyans.

One Strip! One Strip!I don't think we've ever seen Eren's grandmother in the present day. In all likelihood shes probably dead at this point.
I think we briefly saw her when Zeke came back from Paradis but am not sure if I remembering her correctly.
Grandad Yaeger's whole thing was sad as he did really care about his family but the problem was Marleyans would of killed them all or turned them into Titans if he fought them after Faye died. There was no winning that situation for Grandpa Yaeger. Either be harsh on Grisha to try to save him from getting himself killed which demonstrably did not work and for all Grandpa Yaeger knew Grisha was eaten by a titan or turned into one. Or fight and have his whole family be made into Titans.
There was no winning their. No matter what he chose Marley would of destroyed his family because Sergent Gross was one of the most disgusting characters in the manga.

There is a difference between trying to survive publicly and just blindly obeying your government indoors.
Their inability to understand that and propagating propaganda to "survive" on their own family is part of why it divided their family so in the end, and their son ended up doing the same but in the opposite direction for rebellion.
This is part of why things are so fucked, because unlike RL there are no people who can and do secretly defy their government in the shadows in these kinds of authoritarian dictatorship, because Blind Obedience does not, unsurprisingly, ensure you'll live under tyranny. Especially as part of the ethnic group that is despised.
