Well, the senior guy who was most likely to play obstinate annoying jerk wasn’t able to vote, on the procedural basis of being puree, which may have made it easier.
I still think that Arianna should have depowered Hench Wench with an injunction, though.
And one has to ask how Hench Wench got her powers. Bitten by a radioactive employment contract? Logically, she can only be explained as a cosmically powerful being — potentially beyond Max level — with a weird mental block. And just wait until Vehemence hires her...

= Spindriver =I think I mentioned before, but I suspect that her power is that she is tapping into a small aspect of contract magic. Jabberwocky proved that some supers can have powers related to magic (it's why the lust spell went wonky), so Hench Wench has a super specific type of magic that can only be used in exactly one way, but is still really powerful if used correctly.

Yeah. As a one-off she was fun, and as a major villain she could be interesting, but since she's never going to be a major villain she's just a one-off taking up too much screentime.
Honestly, given Arianna's usual machinations, I could see it as a situation in which Archon bought out her contract, which is a hell of a win-win.
Win for Archon: They get a very powerful/useful superpowered being on their side.
Win for HW: She gets a massive suite of new powers to go along with her job.
As for how they'd keep her in line - a termination clause that explicitly states that, were she to violate any of the prior clauses within the contract, she is immediately fired, and thereby loses all of her new powers.

Unless the dialogue got added in, Sydney's guess in panel 6 is an "anthropomorphization of the Orb A.I. assistant" - presumably meaning she was talking to a Clippy-like helper for her orbs! It probably got triggered due to the prolonged state of being too far away from her and/or trapped.
That's a rather classified way of screwing around with them, though.

Her ghost-form moved away from the rebar, and she resolidified from that. As she also seems to have her teeth back, it appears that she’s effectively improvised regeneration out of the bundle of borrowed powers.

And can I get a link or two to the stuff regarding HW's power-set only working with villains as opposed to Supers in general? Given her personality, she may have just been operating on For the Evulz when organizing things.
Oop, managed to find it here: Henchwench’s power explicitly only work with Supervillains. If they worked with superheroes, she’d probably be called Sidekick Wench. I can’t help but wonder, though, what would happen if she could copy Varia’s powers, then touched her? Probably either nothing… or EVERYTHING.
