Many tropes have two or three "forms" listed on a single page; that's not necessarily a problem.

It does seem like two tropes in this case, though. One is a "bad acting" trope, where the actor is trying to do, say, a French accent, but comes out with something bizarre that sounds not at all like a French accent.
The other would be someone who intentionally has a bizarre accent that doesn't resemble anything else.

Firstly, if it "comes in two forms", then it's two tropes, not one.
Second... what the hell is that trope? Is it "character fakes an accent and sounds bad at it"? Or is it just "man that accent is weird"? Or what?
