EDIT: But you are right - the description flat-out excludes cases where that's the intended effect(like Bifauxnen); you don't need a TRS thread to clear out blatant misuse(though the laconic is in dire need of a rewrite).

Fixing the laconic should probably be more of a priority in general. It seems like a lot of the tropes that come through TRS have misleading laconics, but when I did a random wiki walk, checking laconics, I found that the majority were fine (though my sample size was small).
Speaking words of fandom: let it squee, let it squee. The reverse happens a fair amount too. I've seen a good number of Dude Looks Like a Lady examples turn up on Wholesome Crossdresser and related tropes.
Jet-a-Reeno!Laconic changed to this:
"A male looks like a female without trying to, meaning to, or wanting to."
Better? Good enough?
...if you don’t love you’re dead, and if you do, they’ll kill you for it.The Real Life section could use a trim. Some of them seem valid. Bill Kaulitz looks very much like a woman, as does Andrej Pejic. But many of them are simply pretty boys—maybe not even that, like Nico Rosberg.

Bill Kaulitz seems to be trying to, meaning to, and wanting to, so he doesn't fit Magruda's laconic. He's a little tricky, though, because he's right on the edge of Wholesome Crossdresser. He dresses unisex and wears feminine makeup.
I think that part of the problem is that the trope namer is about deliberately dressing ambiguously, specifically by Hair Metal performers. Bill matches the trope namer to a tee, but he doesn't really match the description.

Speaking words of fandom: let it squee, let it squee. My laconic may be wrong. It's what I got from reading the page and trying to distill it down as far as I can.
...if you don’t love you’re dead, and if you do, they’ll kill you for it.
I've seen several examples of Transsexuals being listed. I've also seen Wholesome Crossdresser's and other people that don't fit the description being listed.
Isn't this trope about men who accidentally look feminine, despite that not being their intention?
