Aside from KOS-MOS, the only rare Blade I never got was Electra. Not sure why I had so much trouble finding her, but it might just be that anyone who’s last in the pool like that is hard to get.
I figure I’ll do New Game Plus at some point and hope they show up then. The only thing stopping me is that I’m in the middle of Ursula’s sidequest and haven’t played much since finishing the Torna DLC. So I’d have to go out of my way to go back and finish that quest specifically before starting the new game. I’ll do it eventually, but it’s not appealing.

Newt's Heart-to-Heart is hilarious with Morag as her driver. I'm sure Morag already know about the Ardainian Army, Newt.

So it's down to Floren and KOS-MOS, yeah? You must be in that column where Floren is super rare. Also, there's a reverse Samus Is a Girl thing in there that's pretty much spoiled if you enter the Merc menu.
OK, so I've looked at all the columns and the ones it seems I'm most likely in are the ones with the lowest chances for pulling Dahlia.
I guess I was just lucky, then. At the end of the day that's pretty much all it is.
Heart of StoneLuck is luck. I got KOS-MOS before I even entered the Spirit Crucible, while it took an eternity of post-game core hunting for me to get Newt.

There's so many points of the game where it is, and they don't disable it.
Like, you can reach the morag fight by torigoth instead of the battleship.
I'm kinda glad that they put in some effort, I'm just baffled they put that effort so inconsistently across the board, and why a sidequest is given more attention on that font than the main plot.

bit weird how the story crams every villain's backstories into the last dungeon

RNG will RNG, and there is some variation depending on which probability pool you're in, but Zenobia, Dahlia, Newt, and KOS-MOS are generally the ones with the lowest drop rates.
KOS-MOS in particular has the lowest rate, with .1 in all cases; and Dahlia basically has the highest depending on your pool, so that's probably why you pulled her so early. But again, RNG will RNG.
I've a friend who got KOS-MOS as his third rare; and for me personally I pulled Newt fairly early on, and my last three rares are Dahlia, Zenobia, and KOS-MOS in that order, still waiting on KOS-MOS.
