Would it surprise you that learn that it has its roots in slavery
? From what I can tell from a bit of Googling, tipping was considered unamerican, a vestige of Europe, until the slave emancipation when the push was made to not pay newly freed slaves and claim that they made enough money from tips. What happened within 1938 is that the minimum wage was stated to be able to made through wages or tips, and in 1966, the law was amended to ensure at least some base wage before tips could make up the difference.
As to why it persists, part of it is because of custom, and part of it is because most people in occupations that get tips do make good money at it, and much of it money that comes in as cash and therefore can be not reported, or underreported, when it comes to taxes. There are restaurant owners who take advantage of their workers, and fire workers who try to get the full minimum wage when tips don't cover it, but honestly, those cases are rarer than you might think.
As usual, everything wrong in America can be easily traced back to racism.
I had a job that gave tips, but it also paid minimum wage. On bad nights, I was only making a bit over the minimum (like, five extra bucks for a four hour shift), but on holidays I was basically making forty bucks an hour. That was a lucky situation for me, though, I know waiters in my area didn't get paid minimum wage.
Its really weird since I don't think many other places than USA has the "jobs where you need to be paid in tips to keep up to minimum wage"
