The scale involved might make it worthwhile to print centrally. Shipping might end up costing less than buying and maintaining printing equipment for every location.

Worldbuilding is fun, writing is a choreIt's not quite that bad. It's comparable to the state of the automobile before Ford developed the Model T (or more specifically, before he developed the production methods that made the Model T possible). You could sit down with a design team and make an electronic voting system safe, maybe even user friendly, but it would be a customized job and very expensive.

If they were doctors, we'd still be in the leeches and mercury stage. As DeMarquis said, someone could get it done, but it would take a lot of time and money to get it done right. And why would anyone bother spending a lot of money on it when paper ballots mostly work fine? That means that anyone who says they can do safe digital voting is the lowest bidder trying to make a quick buck.
