It seems odd to see this resolved without learning what actually caused it in the first place. Anyone else I'd wonder "then what was the point?", but Siddel usually doesn't do things without a point though, so I can offer benefit if the doubt and assume this is going somewhere.

Plus weren't they still bickering over Surma last we saw them?

Pretty sure the cause for it was Loup.

And this happening even when they were still bickering over Surma could be seen as symbolic of how some internal conflicts never really go away.

Fused or not, Antimony may never really stop feeling conflicted over her mother's death and her relationship with her father. Some struggles never end.

We still don't know anything specific. That mystery was still up in the air as recently as Kat's trip to the Norns, to the point nobody was sure who in the Aetheric Beauracracy actually handled it. Apparently it was Zimmy?

I still believe this will revert once we exit Zimmingham.

We've already left Zimmy's world, notice that Renard is back to his regular wolf form from before this trip started.

Character development?

How can that being the end? The two Annies story went on for years, Kat had mental breakdown over it.

I'm not sure I see the significance here. Sure, she started wearing makeup to imitate Surma, but it's not like it's ever been portrayed as a particularly negative or toxic thing. Maybe Tom was just sick of drawing it.

Forest-Annie had stopped wearing makeup; Court-Annie was rather vehement about still using it. Merged-Annie is now making a conscious decision to lean toward the Forest side of herself.

“Gone, But Never Forgotten”? Could it be that she’s mostly Forest now, and it’s Court-Annie that is gone?

I read it as Forest mourning Court.

What a strange resolution to this whole plotline. Part of me wonders what the point even was if this is going to be permanent.

Well, it did help Annie's character arc a lot. Although I do wonder what the point was in the grander scale of things. You'd think Loup didn't just do this for... actually he would do this for shits and giggles.

At first I read it Forest mourning Court, but after a moment I'm pretty sure that's not it. This is about Surma, and Annie consciously putting some distance between herself andher mother.

It's not that the makeup was ever toxic, but it's something of her mother's she's now decided to let go of; but not throw away. I'm curious if she'll keep using no makeup or, say, switch to separate colors later.

Remember, it's not that Forest Annie went "I'm done wearing makeup", she was forced to stop against her will. It's just that Court Annie got around to insisting she get to wear it again, and Forest Annie didn't get that opportunity. Consciously not using the makeup with opportunity to do so would be a new decision for Forest Annie, for Court Annie, and for, well, just Annie.

But I wanted to know which one was the real Annie.
