In real life, following the country's reopening to the world, the government did send many military excursions to Europe in order to defend its interests and study other empires. Some of them even went to the pyramids!. Japan was also heavily involved in the Russian Far East during Russian Civil War and the Polish-Soviet War, using it as an excuse to exploit the area.
