While Fisher has no official birth date, he appears to be a young man when his questline starts in the 3040s and probably wasn't even born yet when the game starts in 3015.

The only way for players to know their Mechs are equipped with them is to study the armor numbers in the stats or check the repair costs. Since both technologies are rediscovered Lostech, the Mech will cost more in repairs.
