The Devil

Upon finding out the Soul Counter has stopped and seeing no more souls coming down, the Devil decides to check up on his Carn-Evil via periscope and finds out the reason no one's losing any more souls is because Cuphead is constantly winning at Soul Ball without losing his soul, causing the Devil to snark about his eventual enemy being a showoff, and slams his pitchfork to teleport to the surface.
