The transition where the Cerritos warps in to Idlocana VI has a "scratches on the film" effect. However, it's immediately mentioned that the planets rings are jamming the sensors. Radiation actually does cause this effect on certain recording media.
On that note, it's specifically mentioned to be due to high levels of selenium, which isn't radioactive. This sounds like poor writing on Mariner's part, as anyone with access to an encyclopedia could point it out.
