In an early chapter, two men try to abduct Elsa when she goes out into the woods outside the castle. Since her powers flare up whenever she's frightened, they naturally act accordingly. Elsa's only saved when her father and some guards show up, having been alerted by Anna. While Agdar is taking Elsa to the throne room to chew her out for disregarding his instructions to not wander outside the castle and continuing to interact with Anna even after being told not to, he tells the guards to take care of the two would-be kidnappers. That line has some implications about what happened to these two would-be kidnappers: they just tried to kidnap the Crown Princess of Arendelle. If Arendelle is like other monarchies from the 19th century, where many crimes against the monarchy could be considered capital crimes (like attempted abduction of a royal), it isn't hard to assume that once Agdar had gotten Elsa out of sight, the guards proceeded to kill the would-be kidnappers.
