Dinah Lance and Stephanie Brown were in the middle of Gotham when Barbara was vampirzed. They were surrounded by vampires, exhausted from all the fighting and at a very short distance from their former-friend-now-turned-queen… Considering Barbara was also their leader (and probably knows about their abilities, weapons and tactics), unless she voluntarily lets them go they’ll provably end up vampirized…
