At the Citadel, Fail Shep is greeted by the recently promoted Commander Bailey, who tells him that the Council would like to meet with him. On his way to the Council Chambers, Fail Shep meets a reporter named Diana Allers. Allers wants to come aboard the Normandy as a war reporter. But Fail Shep is commanding a stealth ship and reporters tend to attract attention, so he turns her down.
The Council has decided that Earth is a lost cause and would rather tend to their own borders. They feel that the Crucible is a waste of time, especially when Liara tells them that it needs a mysterious component known only as the Catalyst to work.
Back in the human embassy, Udina rants about the Council's incompetence until the Turian Councillor shows up. He reveals that there is going to be a war summit between the leaders of the non-human Council races. However, Primarch Fedorian, the leader of the Turian Hierarchy, has been unable to leave Palaven, the turian homeworld, which is under attack by the Reapers. If Fail Shep can save Fedorian, he might advocate building the Crucible at the peace conference.
Before leaving the Citadel, Fail Shep goes to the Huerta Memorial Hospital to check on Kaidan. In the lobby he finds Dr. Chakwas, who has been working on a project for Hackett since ME2 ended. Fail Shep invites her back to the Normandy and she accepts. Shepard is so excited about having Chakwas back that he forgets to check on Kaidan.
Fail Shep has a nightmare about The Boy being pursued by a Reaper laser in a forest. When he wakes up, he is introduced to Communications Specialist Samantha Traynor, whose job it is to tell you when you have unread mail and occasionally giving you sidequests. Afterwards, Fail Shep checks in with Liara, who reveals that she killed and replaced the Shadow Broker.
ME3 has a mechanic called "Galaxy at War", in which you collect various war assets throughout the game, which help you get better endings. From now on, I'll be listing my EMS (war asset stat) at the end of every update before the death list. Just to put things in perspective:
- EMS <1750: The Bad Ending (insert "they're all bad" comment here).
- EMS 1750 - 2349: Two Slightly Less Bad Endings are available.
- EMS 2350 - 2649: One of those two endings becomes Even More Slightly Less Bad.
- EMS 2650 - 2799: Two Good Endings are available.
- EMS >2800: All three Good Endings are available.
- EMS >3100 (>4000 without the Extended Cut): One of the endings gets a bonus scene.
