Fail Shep is given three leads on Saren. He starts with the lead on Noveria. Noveria is an icy world which is home to countless Corrupt Corporate Executives and Obstructive Bureaucrats.
Fail Shep learns that Saren's Dragon, Matriarch Benezia, is visiting a scientific facility owned by one of Saren's front companies. One of the other leads Fail Shep has is the location of Benezia's daughter, Liara. Liara could provide vital information on Benezia. But going after Liara first would be a smart decision, so Fail Shep doesn't take it.
Fail Shep's access to Benezia's lab is denied by Anoleis, so he has to do a fetch quest for one of Anoleis' enemies to gather evidence that Anoleis is corrupt. During this fetch quest, Shepard kills Kaira Sterling, a corrupt cop.
Shepard is approached by Anoleis' secretary, Gianna, who wants him to turn the evidence over to the authorities so Anoleis will be arrested. Fail Shep tells Anoleis that Gianna is spying on him, causing Anoleis and Gianna to kill one another. Fail Shep takes the item he needs to progress in the game from Anoleis' corpse.
