Some think it is because this would reduce the number of narcotics she can acquire, but maybe it is really because she doesn't want others to suffer her same fate. They meet Mami, a "veteran" in this and tries to turn them in as well. She started consuming them because she "had no choice", she had no family, she was alone and depressed. It "saved her life". What was the result of having this way of life for so long? [[spoiler: Her death. The drug itself "consumed" her. It "destroyed" her head]].

Kyubey is constantly trying to make Madoka turn in; as to what the potential about her he is talking about means, I'm not really sure yet. When Kyouko comes, she is not really interested in stopping the death of the innocent lives all the narcotrafic or the drugs themselves cause. More for her.

However, because she still worked under the Incubators' debt system, her EndlessRecursionOfTime used up energy and therefore created more energy-borrowing and perpetual debt that only resulted in Madoka becoming a bigger form of collateral, i.e. witch. Her inability to defeat Walpurgis, and Madoka's inevitable mutation into a witch, represents her inability to repay back her compounding debt. Similarly, eventually, people in debt will borrow to pay back the previous debt, like fixing a hole with more holes or curing cancer with more cancer. This results in a cancerous vicious cycle of devaluation, inflation, high taxes, high prices, constant borrowing and An Endless Recursion of Debt that continues from generation to generation.
