The Leader erased her memory of that and made her believe it was a dream. The reason Betty thought it was Bruce was because the Leader was aware David Banner passed the gamma gene onto young Bruce.

David would have never been able to absorb all that electricity without Ross ordering the generators be turned on - something that would make no sense based on how David was acting by chewing into the cable directly. And his reaction when he saw David absorbing it? He ordered additional shocks. It’s obvious he could see what was going on and his reaction is almost to completely disregard it. Ross allowed David to transform and escape because he knew David was the only possible thing that had a chance of defeating the Hulk and was already prepared with a Gamma Charge to take him out. Bit of a [[BatmanGambit Batman Gambit]] but still.
