Because his father included a list of Krypto's powers in his recordings. Jor-El [[Film/ManOfSteel stated elsewhere]] that he couldn't predict all of Kal-El's powers, so - again - Dog-El knew more than Jor-El.
29	* We see that dogs understand human speech just fine, but Kryptonians and humans have trouble understanding the dogs. Presumably Dog-El had similar trouble making Jor-El understand everything.
