The answer to both is “no” as Bumblebee's car mode is a muscle sports car not an ambulance (the T-Cog won't change that) and T-Cogs are not related to personality, Ratchet is a GrumpyOldMan who is cranky because he isn't an active warrior anymore and has been relegated to medical and tech-related work.

34** Starscream's inability to work with humans and his disdain for the species is the main reason Silas betrays him. Had he ''not'' spent the entire two-parter arrogantly putting down MECH he might have been able to keep the partnership going a while longer.
35* YouDidEverythingYouCould: Ratchet blames [[TheVoiceless Bumblebee's inability to speak]] on himself. Optimus reminds him that Bumblebee owes his life to Ratchet's medical expertise, quoting this trope almost word for word.
