The Crossbell Police acts as the main law enforcement agency within the borders of the country. However, it is lacking in power because of the growing influence of mafias and politicians from the Empire of Erebonia and Republic of Calvard.

Due to its buffer state status, Crossbell is only allowed a relatively small Self-Defense Force of their own, in the frontier gates of both Erebonia and Calvard. They are more or less an army InNameOnly, as they don't have the technology to counter the Empire's dreaded railway guns and the Republic's airship fleet. As such, they are often associated with the Crossbell Police and the local Bracer Guild during national incidents.

* DirtyCop: Several officers, up to the commissioner, as revealed in ''Zero'' are on the take of several mafia and {{Corrupt Politician}}s, which does not help with their reputation. A good chunk of them are discharged following the end of ''Zero'' due to the massive political upheaval caused by [[spoiler:the Gnosis incident.]]
* {{Leitmotif}}: "C.S.P.D. −Crossbell State Police Department−" from ''Zero''.
* PoliceAreUseless: They have this reputation. Due to Crossbell's status as a buffer state, the political need to keep a balance between the pro-Empire, pro-Republic, and anti-both factions, and the fact that many of the major criminal groups have ties to one of those factions to allow them to bribe their way out of trouble (and the government's limited ability to arrest and hold foreign nationals), the police basically ''isn't allowed'' to be useful. This has resulted in the public putting more trust in the bracers, who aren't hamstrung by the highly corrupt government, than in the police force, much to the frustration of several competent members of the force. Even in ''Azure'', a TerribleTrio of [[UpperClassTwit Upper-Class Twits]] are allowed to [[DrivesLikeCrazy rampage across Crossbell's roads]] with little more than fines and slaps on the wrist for most of the game because they're Calvardian, and karma only catches up to them because of Dieter's reforms.

An investigator in the elite First Division, he and the SSS clash over jurisdiction and he is one of many police officers who dismiss the SSS as nothing more than a publicity stunt.
----
* TheAce: Of the First Division.
* BadassInANiceSuit: Almost constantly in his detective's uniform, even in battle.
* BaritoneOfStrength: He's a detective with a lot of combat experience and Creator/KazuyaNakai gives him a low voice to match his prowess.
* BirdsOfAFeather: ''Reverie'' shows him getting along swimmingly with Machias, another guy with green hair, a blue suit, glasses, and a serious demeanor. The two also look alike.
* BlueIsHeroic: Dresses primarily in his blue detective's uniform, and while harsh outwardly, is still a fair and heroic cop with a strong sense of justice.
* ByTheBookCop: Takes regulations and procedures very seriously, which put him at odds with Guy Bannings and later on the SSS who were more willing to bend the rules to do what was right.
* CantLiveWithThemCantLiveWithoutThem: Guy and Dudley respected one another but never really got along as a result of their opposite demeanors. When Guy was killed, it hit Dudley harder than he thought it would and he desperately searched for any leads regarding the killer.
* CombinationAttack: His Combo Craft with Lloyd is Hearts of Iron.
* CrutchCharacter: As a result of his experience, he tends to have this role when he joins the party as a GuestStarPartyMember. Notable examples in ''Azure'' are in the Prologue (where he serves as this while being overshadowed by Arios) and in Chapter 2.
* CoatOverTheShoulder: He sometimes poses like this in official artwork and [[TheCoatsAreOff the coat comes off dramatically when executing his S-Crafts]].
* CurtainsMatchTheWindows: His hair and eyes are both dark green.
* DefrostingIceKing: After seeing their determination and ability to get results, he warms up to the SSS and starts working with them instead of against them.
* DemotedToExtra: Despite his return in ''Reverie'', he is not a playable character.
* EleventhHourRanger: He is the last playable character to officially join the party in ''Azure''.
* EmbarrassingNickname: [=KeA=] calls him "Doodles".
* GetAHoldOfYourselfMan: His Tough Love Craft invokes this, punching an ally and restoring their health and CP in the process.
* GuestStarPartyMember: In ''Zero'', he temporarily joins the party [[spoiler:to investigate Revache's building.]]
* TheGunslinger: He is the only male playable character of the Crossbell Arc who fights with firearms, whereas the others all fight primarily in melee. That said, he isn't above getting up close and personal as his Victory Charge Craft has him striking the enemies with a souped-up rugby tackle, while his S-Craft Justice Hammer consists of a MegatonPunch.
* HandCannon: He uses a military-grade orbal pistol, noted to be rather heavy but with incredible stopping power.
* JadedProfessional: It's made clear that a strong part of his prickly demeanor is a result of having to deal with the rampant corruption in Crossbell's government that has reduced the police to be ineffective and allowed several criminals to walk free without consequence ''for years''.
* JerkWithAHeartOfGold: He is initially rude and standoffish to the SSS, seeing them as naive rookies way in over their heads. But as time goes on, and they prove their capabilities and convictions, he starts to warm up to them.
* JurisdictionFriction: Comes into conflict at times with the SSS over jurisdiction, outright taking over a case from them in Chapter 1 of ''Zero'' involving [[spoiler:a mafia-backed plot to assassinate the mayor]] as it falls under the 1st Division's purview. Conversation with other officers confirms that he has done so with other cases in the past, and also clashes with the Bracer Guild over this as well.
* LaResistance: [[spoiler:Forms one with other CSPD members following the awakening of Azure Demiourgos, which is folded into the larger anti-Erebonian resistance after the end of the game.]]
* LastNameBasis: He calls everyone in the SSS by their last names, in contrast to the much more informal FirstNameBasis that most everyone else is on.
* LimitBreak: His S-Craft in ''Zero'' is Justice Hammer, with ''Azure'' throwing in Justice Magnum.
* MaamShock: Did not take it well when [=KeA=] called him a grumpy old man.
* MeaningfulName: His first name Alex is a shortened form of Alexander, which means 'defender of the people.' Fitting for a no-nonsense police officer.
* MegatonPunch: His Justice Hammer S-Craft consists of one.
* TheMentor: During the period between ''Zero'' and ''Azure'', he mentors Lloyd while he is training with the First Division.
* NotSoAboveItAll:
** About shoes. He is quite picky about his leather shoes and has them tailor-made, and when Lloyd comments that he mostly wears sneakers, [[SeriousBusiness he explains the advantages of his shoes compared to Lloyd]].
** Despite his veneer of stoic professionalism, he's very much a LargeHam as a party member, with his [[CallingYourAttacks attack calls]] being especially dramatic.
** His reactions when [=KeA=] gets his name wrong and calls him a grumpy old man are utterly comical.
* OutOfFocus:
** He's ''really'' lacking in screen time during ''Azure'', being playable in the first dungeon and then only appearing sporadically after that until almost the final dungeon. He's also absent from both the Michelam Wonderland intermission and the special bond scenes at the end of the game.
** Taken even further in ''Reverie'', where he became the only playable member of the Crossbell arc[[note]]That wasn't a guest like [[spoiler:Garcia or Zeit]][[/note]] to be cutscene-only.
* ShotgunsAreJustBetter: He carries a shotgun for use in one of his Crafts. It comes with the enviable bonus of lowering DEF by 50% ''and'' having a huge effect area.
%%* ShoutOut: He's able to perform Gawaine's Justice Hammer with nothing but his bare hands. The original user of that move needed a giant mace. %%who is gawaine? and is this really a ShoutOut%%
* SillyRabbitIdealismIsForKids: Years of dealing with the rampant corruption in Crossbell's government and legal system have left him rather jaded and frustrated, which caused some of his earlier clashes with the SSS as he saw them as naive and idealistic rookies.
* TakeYourTime: When he tags along during ''Zero'' to investigate the Revache building, he will lampshade this trope if you do the Absolute Zero side-quest.
-->'''Dudley''': A weapon modification, then ? Lucky me, being here to witness such a rare spectacle.\
'''Randy''': [[SarcasmBlind Hey, so you're getting into it after all.]] I'm proud of ya, Specs!\
'''Dudley''': You idiot. I was being sarcastic! Why are we involving ourselves with trivial requests in the middle of a huge situation?!
* ThatOneCase: As he reveals in ''Zero'', Guy Bannings's murder is this to him as the man was essentially [[TheRival his rival]].
* TwoFirstNames: His last name, Dudley, is a common English first name.

Noel's younger sister (and biggest fan), she works as a receptionist at CSPD Headquarters and coordinates the SSS' assignments.
----
* BigSisterWorship: She ''adores'' her older sister. [[RunningGag A lot]].
* CompanyCrossReferences: Her beloved stuffed animal Ban Ban originated in the VideoGame/GagharvTrilogy, another game series by Creator/{{Falcom}}.
* GenkiGirl: She is frequently in a rather cheerful mood.
* GirlsLoveStuffedAnimals: She has a stuffed teddy bear she's rather fond of named Ban Ban.
* GirlishPigtails: She wears her hair in a pair of pigtails in contrast to her tomboyish older sister who has BoyishShortHair and to emphasize her childish personality.
* LettingHerHairDown: The first time she's shown with her hair down was while she was hospitalized at St Ursula's following the Red Constellation's attack on Crossbell in ''Azure''.
* MissionControl: She's responsible for supporting the SSS from headquarters and doesn't do field work. This eventually gives her the opportunity to support her beloved Noel directly.
** BridgeBunny: [[spoiler:When she joins you onboard Wazy's Merkabah.]]
%%* PlayfulHacker: She has mild shades of this but she's overshadowed by several other characters who are much better at it.
%%* TomboyAndGirlyGirl: She's the girly girl to Noel's tomboy.

A senior officer in the Crossbell Police Department.
----
* AlcoholInducedIdiocy: At one point, he wakes up after a drunken stupor to find he's lost his wedding ring. Lloyd and Tio are forced to ask Zeit to use his scent to retrace his steps, finding a wild and meandering journey around the Entertainment District and Back Alley with stories of incoherent babbling about his wife that ends with him flirting with a hostess and ''giving her the missing ring''.
* HenpeckedHusband: Is shown to be this to his wife, who is capable of intimidating him into submission with just a few words, and has no trouble badmouthing him to his face or behind his back without batting an eye, which even made the SSS members wince.
* MistakenForCheating: A sidequest in ''Azure'' has him talk the SSS into trailing his wife, thinking that she was cheating on him with another man. It turns out the man she was meeting was a real estate agent offering her a new property near Mishelam so she could live on her own.
* {{Jerkass}}: Corrupt and not very appreciative of the SSS. He does soften up a bit by the end of ''Azure'', though.
* NumberTwo: He's somehow the police department's second-in-command.
* PetTheDog: In the final chapter of ''Azure'', he seems truly concerned about the SSS putting themselves in danger. It's one of the few moments showing that he does have some decency in him. He can later be seen in ''Reverie'' giving a genuinely heartfelt speech to a group of Crossbell PD officers.
* PointyHairedBoss: Shows little in the way of competence, yet remains the police department's second-in-command. It's implied that while he's next to useless in a crisis, he is still a skilled administrator.

A pair from the Second Division often seen together, consisting of a gruff but well-meaning inspector and a flirty and easy-going detective respectively.
----
* GuestStarPartyMember: During a sidequest to (once again) arrest the elderly counterfeiter, Raymond briefly assists the player in battle as an NPC ally, armed with his gun.
* TakingTheBullet: During the Red Constellation's raid on Crossbell, Donovan jumps in the way of a grenade to shield Raymond and Fran from the blast. This sacrifice lands him in the hospital, on a ventilator.

* BrainwashedAndCrazy: [[spoiler:The entirety of Bellguard Gate, including Mireille, was unknowingly given Gnosis during ''Zero'''s Final Chapter so that they could be controlled by the Cult and attack the Crossbell Police.]]
* MyGodWhatHaveIDone: In "Road to the Future", the atmosphere at Bellguard Gate in the aftermath of [[spoiler:the Cult incident]] is noted to be morose, the personnel too traumatized and terrified of a repeat to keep up with their training.
-->'''Randy''': The only damage was to the police and some buildings, right? 'Sides, [[spoiler:you were all drugged]]. It wasn't your--\

Commander of the CGF, responsible for kicking Randy out. Completely inept and corrupt, he's the main source of morale problems in the CGF.
----
* AlcoholInducedIdiocy: At one point, he gets so drunk he loses the key to an ''armored car'' - a new model with vulcan cannons and other such weaponry - resulting in it being stuck in full view at the '''Erebonian border checkpoint'''. During the biggest tourist week of the year, and on the doorstep of an expansionist state. The CGF soldiers stationed there have to cover it in a tarp until it can be moved to prevent an international incident and possible invasion, and that just results in people becoming curious as to what's under the tarp, meaning it's a race against time to find the key before curiosity gets the better of a tourist.
* GeneralFailure: He's rarely at his post, and Bellguard Gate personnel prefer it that way because he causes nothing but trouble, including potential international incidents with Erebonia, when he does bother to show up. Late into ''Zero'', [[spoiler:he lets Guenter trick him into distributing Gnosis, leading to '''all Bellguard Gate personnel''' ending up BrainwashedAndCrazy]]. [[DeconstructedTrope All of this gets him fired]] come ''Azure''.
* TheGhost: While mentioned, he was never seen or even ''named'' in the main series. The non-canon mobile game, ''Akatsuki no Kiseki'', provided him with a character design and [[NoFullNameGiven one name]].

A warrant officer (later ensign) in the CGF. She's a former colleague of [[Characters/TrailsSeriesCrossbellSpecialSupportSection Randy]], and she still looks out for him even after he transfers to the SSS.

----
* AscendedExtra: In ''Azure'', she gets her own portrait, as well as a role in the main story instead of just sidequests.
* ConvenientComa: [[spoiler:From Lloyd's chapter 4 in ''Reverie'' all the way to the end of the game, she ends up in a coma. She only wakes up a week after the final battle of the game.]]
* DrillSergeantNasty: She has this reputation among her fellow CGF members.
* EliteMook: [[spoiler:She appears during the defense of the IBC during the Final Chapter of ''Zero'' as a slightly stronger enemy.]]
* HyperCompetentSidekick: Due to the commander's antics, she is basically in charge of Bellguard Gate during ''Zero''. With Sonya moving in during ''Azure'', she has less on her plate but still remain a critical member of the leadership.
* ImpliedLoveInterest: It's obvious that she has a crush on Randy, and there's some [[ShipTease hints]] that he might reciprocate. [[spoiler:Confirmed in ''Reverie'', where a scene from the credits shows him proposing to her.]]
* ItWasAGift: She has a brooch that Randy gave to her as congratulations for her promotion. Her deep cherishing of it is one notable example of her real feelings towards him. Granted, [[{{Tsundere}} she'll still probably claim it's nothing special]].
* LaResistance: [[spoiler:She and the rest of the Bellguard CGF members refused to go along with Dieter's plan near the end of ''Azure'', which led to this. Naturally, she also joins the larger group that forms the resistance against Erebonian occupation following the conclusion of the game.]]
* TheMutiny: [[spoiler:She leads one during ''Azure'' after Dieter declare himself president and the CGF is reorganized into the Defense Force, taking members of Bellguard Gate along with her and forming a resistance force in Mainz.]]
* OfficialCouple: [[spoiler:With Randy by the epilogue of ''Reverie''. The ring on his finger in one of the ending credits' pictures confirms that she accepted his marriage proposal.]]
* OnlyOneName: Whatever her last name might be, the player never gets to hear it.
* RankUp: Following the events of ''Zero'', Mireille was promoted from a warrant officer to Second Lieutenant of the CGF in ''Azure''. By the time of ''Reverie'', she was later promoted again to the rank of First Lieutenant.
* SatelliteCharacter: She's largely defined by her relationship with Randy.
* ScrewTheRulesImDoingWhatsRight: [[spoiler:Despite being ordered to join the newly-formed Defense Force during ''Azure'', Mireille and many officers of Bellguard Gate choose to openly rebel against the regime and side with the SSS.]]
* SugarAndIcePersonality: Her interactions with Randy in a nutshell, where she alternates being flustered when he compliments her and being annoyed when he starts teasing her. Beyond that, she's nothing but nice when interacting with the rest of the SSS.
* {{Tsundere}}: Towards Randy, complete with frequent adding of "Stupid[[note]]Baka[[/note]]" to his name. She cares for him, but in part due to his general attitude, she hides her interest behind her general frustration with him.
* WeakButSkilled: [[spoiler:When fought as one of the mind-controlled soldiers during the IBC raid in ''Zero'', Mireille actually has slightly lower stats than the other soldiers you fight. She makes up for this by having ''insanely'' fast arts-casting speed[[note]]to the point where she can start casting after your characters and finish her spell before you finish yours, even with a Gemini Quartz equipped to halve your spell-casting time[[/note]] and using a variety of powerful weapons in her Crafts (similar to fellow CGF member Noel).]]

A member of the CGF, promoted to vice commander after Sonya's promotion.
----
* TheAce: He's considered the CGF's number one, combat-wise.
* AuthorityEqualsAsskicking: Second-in-command of the CGF, also considered the strongest fighter in it.
* BadassTeacher: Served as an instructor at the police academy for some time, during which he taught Noel and Lloyd. Also taught Randy how to use a stun halberd.
* DrillSergeantNasty:Is known to be this to his former students at the academy and the troops under his command for his extremely strict training regiment, granting him the nickname of Douglas the Demon.
* NumberTwo: Becomes Sonya's second-in-command.
* RankUp: Following the end of ''Zero'', Douglas was promoted from an unknown rank to Deputy Commander of the CGF.
* SayingTooMuch: Accidentally lets slip to the SSS that Sergei and Sonya used to be married, having assumed they had already been informed by one of them. Upon learning that wasn't the case, he feebly asks that they not mention it.
