Which is weird when you realize the Vice Kings did in fact work in drugs in addition to sex and prostitution. However, it does make sense when [[spoiler:Tanya and Warren rebel against him. Supplementary dialogue from Tanya in IV as well as the game proper help the player understand just how much control was subtly ripped away from King. It makes one wonder just how much control of his own gang King really had once he focused on white-collar crime.]]

But King's experiences taught him exactly how to manipulate the police to his advantage, how to respond to loss revenue without extreme violence (at least personally), and how to deal with some lowlifes "who wanna act hard". If he'd acted like Warren would have, it would have accelerated the gangland violence and it would've alienated his allies in the police force, which would have ruined his business. Knowing when to build, when to watch, and when to act was how King has made it as far and became as successful as he did.
