An ancient order of ''shinobi'', assassains and spies dating back to medieval Japan that was founded and commanded by Ch'rell under the alias of Oroku Saki aka The Shredder. In present day, the Foot Clan has branches across the world, one of which is located in New York in order for Ch'rell to hunt down his arch-enemies, the Utroms.
----
* AncientConspiracy: The Foot Clan was founded by the Shredder during the times of Medieval Japan. Since then, the organization has accumulated massive resources, which it uses to achieve its goals.
* AvengingTheVillain: The Foot are honor-bound to avenge the death of the Shredder, but agree to void the blood debt if the Turtles assist in bringing order to the New York branch.
* BreakingTheFellowship: Over the course of the series, many members begin to leave the Foot. At the end of Season 3, both Hun and Baxter Stockman leave the Foot and proceed to work with the Purple Dragons and Earth Protection Force respectively. After Season 5, it's also implied that Karai and Chaplin also leave the Foot as they are no longer present in ''Back to the Sewers'' and even ''fight'' against TheRemnant forces of the Cyber Shredder. Subverted in ''Turtles Forever'', where Karai and Hun rejoin the Foot when Ch'rell gets freed from his imprisonment. And then leave it again...
* ConservationOfNinjitsu: Ridiculously prone to this.
* CyberNinja: The Cyber Foot Ninjas from ''Back to the Sewers''.
* FacelessMooks: The rank and file ninja have virtually no defining characteristics.
* {{Leitmotif}}: A sinister melody played on Japanese instruments is generally used to cue their presence.
* {{Ninja}}: They're generally ninjas, trained by Shredder.
* OffscreenVillainDarkMatter: Seems to have accumulated massive resources over the years, using it to fund its various operations, genetic research and robotics research. As the Foot Clan is reduced to TheRemnant in ''Back to the Sewers'', it has lost its immense power, however.
* TheRemnant: Are seemingly reduced to this during the 7th season, as they display none of the massive resources they had in earlier seasons. During Seasons 1-5, the Foot frequently used vehicles, mecha and scientifically created mutants. In ''Back to the Sewer'', all that remains are Khan, a bunch of Foot Ninja and a digital clone of the Shredder. To add insult to injury, even Karai and Chaplin turned their backs to the organization.
* TheSyndicate: The Foot Clan has a large influence on the New York criminal underworld, having many criminal operations and immense power over many criminals, to the irritation of other criminal organizations. As soon as the Foot gets weakened, a massive gang war is fought over the control of New York.
* SigilSpam: The Foot seems to really like putting its logo ''everywhere'': on Shredder's headquarters, on the Foot Ninjas, in its illegal ''and'' legitimate operations. The logo usually serves as a WhamShot, indicating that whatever is happening, the Foot is in some way involved.

The Shredder's adopted daughter and a high-ranking member of the Foot Clan. Unlike her father, she fights with a code of honor and even grows to respect the Turtles (specifically Leo). After Ch'rell's defeat and exile in the third season finale, she takes up the mantle of the Shredder and vows to take revenge on the Turtles.
----
* AdaptationalVillainy: Karai in the source material never truly became an enemy to the Ninja Turtles and never really engaged them in battle either. In the 2003 series, even as a TokenGoodTeammate to the Foot, she's fought the Turtles a few times and by the time of the fourth season, is actively trying to hunt and kill them.
* AffablyEvil: For the majority of the series, she is this. She is genuinely polite, honorable, and frequently allies herself with the turtles to stop a common threat. She does briefly lose this in Season 4 where she TookALevelInJerkass, but she goes back to being affable, honorable, and polite from Season 5 onward.
* AmbiguouslyEvil: Until Season 4. She goes back to this in Season 5 onward however.
* AntiVillain: Rarely holds any enmity towards the Turtles, fighting them on Shredder's orders.
* AvengingTheVillain: Her motivation for fighting the Turtles after they defeated Shredder.
* TheBadGuyWins: "Scion of the Shredder" has Karai seemingly killing Master Splinter and all but one of the Turtles (Leo), as well as destroying their lair. By the next episode it's revealed that they all survived, however.
* BenevolentBoss: When she takes over the Foot Clan, she treats them, especially Chaplain, quite well. This in contrast to her father whose leadership mostly consisted of harsh words and threats.
** BadBoss: While a BenevolentBoss to the rest of the Foot Clan, she treated the Foot Mystics more along the lines of weapons and constantly ignored their opinions, saying that since she had the Heart of Tengu, they would do whatever she pleased. It didn't work that well in the long run, since this led the Mystics to [[MistreatmentInducedBetrayal turn on her]] to [[spoiler:bring their true master BackFromTheDead]].
* BrokenBird: In Seasons 4 and 5.
* CainAndAbel: She and Hun are basically adoptive siblings but Hun hates her and often tries to sabotage her in order to make her look bad in front of their "father", the Shredder.
* CoDragons: After her introduction, she shares the role of TheDragon with Hun.
* CompositeCharacter: Karai was a member of the Foot Clan who appears after Shredder's death, in this version, she also appears as Shredder's adopted daughter, inspired by Pimiko, Shredder's daughter in the Image comics.
* ContrastingSequelAntagonist: In Season 4, after taking the role of the Shredder, she's much more active in hunting down and murdering the Turtles, to the point that she destroys their lair and most of their vehicles in the process, rather than being as passive as Ch'rell. However, she lacks Ch'rell's cunning and her hotheaded tactics cause the Foot Mystics to respect her less than her predecessor.
* CorruptCorporateExecutive: Once she takes over her father's enterprise.
* DaddysLittleVillain: She is the Shredder's foster daughter.
* DarkActionGirl: Can usually take any one of the turtles head to head, though not all four like Shredder frequently can.
* DemotedToDragon: Originally in the comic, Karai was a Foot Clan commander on the same level as the Shredder, sent by their mutual commanders in Japan to clean up his messes.
* DemotedToExtra: She was a prominent supporting character from her introduction in the second season onwards. But come ''Fast Forward'', she only appears once as part of a made up story to teach the Turtles a moral lesson on knowing too much about their own futures. And in ''Back to the Sewers'', she only appeared in the final episode without any lines. It wouldn't be until ''WesternAnimation/TurtlesForever'' that she would come back to any kind of prominence.
* DragonAscendant: In Season 4. After Shredder's defeat, she takes the mantle for her own.
** She re-assumes her role as co-dragon in ''Turtles Forever''.
* DudeMagnet: She's won the hearts of many for her beauty and fierce fighting skills, the nerdy AbhorrentAdmirer Dr. Chaplin, and the conventionally stoic Agent Bishop, who can't help but send lecherous comments her way when they interact. Even Casey Jones comments on her good looks in the ''City At War'' trilogy, despite trying to [[WouldHitAGirl kick her butt earlier]].
* EnigmaticMinion: Her loyalties before Season 4 were one of the most confusing and complex threads in the entire series.
* EvilCounterpart: To Leonardo. Both have strong senses of honor and are their master’s most loyal and skilled disciple. Her CainAndAbel realtionship with Hun, who happens to be Raph's EvilCounterpart also reflects this.
* FreudianExcuseIsNoExcuse: In "[[Recap/TeenageMutantNinjaTurtles2003S3E15MissionOfGravity Mission of Gravity]]", when Leo asked Karai to stop serving the Shredder, she refused, and justified this by [[ArmorPiercingQuestion asking him and his brothers]] if they could abandon ''their'' father Splinter, if they knew he was evil. [[Recap/TeenageMutantNinjaTurtles2003S3E19RealityCheck A few episodes later]], Mike teamed up with a team of [[AlternateSelf alternate universe versions of himself and his brothers]] who were fighting against an Evil version of their father, Splinter. This shows that Karai has no excuse for following the Shredder, knowing he is evil.
* GoodColorsEvilColors: A very subtle one occurs in Season 4. Normally she wears pink lipstick, but for "Prodigal Son" she wears red lipstick, symbolizing her crossover into evil when she believed she's killed the Turtles. After Leo defeats her, the next time we see her, she's gone back to the pink lipstick, showing she's not so evil and such a threat anymore, although she still holds a grudge against the Turtles and has a surveillance van parked outside April's home in order to attack the Turtles if they try to contact her. And when she attacked the Turtles and Splinter, she still had pink lipstick.
* HeelFaceTurn: Though it doesn't happens until Season 5.
** Which extends to HeelFaceRevolvingDoor when she switches sides twice in ''Turtles Forever'' where the Shredder returns now as an OmnicidalManiac. This proves to be too much for her, and she sides with the turtles against him.
* HoldingHands: Karai does this to Chaplin at the end of Season 5.
%%* HonorBeforeReason
* HookedUpAfterwards: Impied but never confirmed after the Season 5 finale hand-holding.
* InterspeciesAdoption: Is a human raised by an Utrom (in a human suit).
* KimonoIsTraditional: In the ''Back to the Sewer'' finale, she wears a kimono to Casey and April's wedding.
%%* LadyOfWar
* {{Leitmotif}}: A serious and low-key theme played on Japanese instruments.
* LegacyCharacter: She becomes the Shredder after Ch'rell is written out, though he later comes back and reclaims the title.
* MaybeEverAfter: The end of the fifth season sees her take Chaplin's hand as they walk off together. The next time we see them, they're attending Casey and April's wedding, and after that Karai appears alone in ''Turtles Forever'', leaving it ambiguous as to what exactly is going on for them.
* MyMasterRightOrWrong: This is the struggle that Karai faces in the second and third seasons with her loyalty to her adoptive father, the Shredder, clashes with her more noble instincts. One of the forms this clash takes is in her reluctance to kill the Turtles, who had agreed to help her restore the New York Foot in exchange for ending the syndicate's vendetta against the Turtles. While the agreement was made under false pretenses — it was made under the assumption that the Shredder was dead and that Karai would be leading the Foot, which Karai knew was not the case — she still felt compelled to keep it, despite her father's wishes.
* NoYou: Karai's not very good at trash-talking. She does this several times to the Tengu Shredder.
* TheNotLoveInterest: She shares a lot of screen time with Leonardo. They fight. They talk things out. Karai helps Leonardo and the Turtles out on several occasions and is reluctant to kill him when she has the chance. Leo gushes over how Karai is such a noble and honorable person. They go back-and-forth, with Leo trying to convince her to stop following the Shredder. Everything about their relationship plays out almost exactly like a DatingCatwoman romance story, except it doesn't get romantic and Karai eventually is implied to become an OfficialCouple with Dr. Chaplin.
** This is lampshaded in ''[[Recap/TeenageMutantNinjaTurtles2003S2E20RogueInTheHousePart2 Rogue in the House Part 2]]''. Leo insists that Karai is honorable, unlike the Shredder, but she not only betrays the turtles, she is asked to personally execute them. When she arrives, Raph taunts Leo, but instead of the standard "Hey Leo, it's your girlfriend" remark, he says "Hey Leo, it's your '''buddy'''", indicating their platonic relationship.
* RedEyesTakeWarning: When she's wearing the Shredder's helmet.
* IRejectYourReality: She was raised to think all Utroms other than Ch'rell were vile and wrongly treated him. Seeing his crimes from before coming to Earth on a screen and that he murdered Splinter's master Yoshi doesn't at all make her see she was lied to her whole life and she still sees him as her father even after he went as far as to knock her out when she refused to let him kill the Turtles. [[spoiler:It takes him willing to destroy the entire multiverse if it means killing the Turtles for her to stop denying the truth]].
* RelatedInTheAdaptation: She was unrelated to the Shredder in the original comics, but is his adopted daughter in this series.
* SecretKeeper: Is the only one of the Foot Clan who knows the Shredder’s true identity.
* ShouldersOfDoom: As Shredder.
* SpikesOfDoom: As Shredder.
* TinTyrant: When she takes over the Shredder's mantle.
* TokenGoodTeammate: Unlike most of Shredder's minions, she is shown to possess a code of honor and shows an aversion to Shredder's sadistic tendencies. She even develops mutual respect with Leonardo and was reluctant to fight him in the "Rogue in the House" arc.
* TookALevelInJerkass: In Season 4, after the exile of Ch'rell. She gets better in Season 5 and only antagonizes the Turtles again when the Utrom Shredder returns in ''WesternAnimation/TurtlesForever''. [[spoiler:After he goes absolutely insane and tries to destroy TheMultiverse in his vendetta against all Teenage Mutant Ninja Turtles, she makes a permanent HeelFaceTurn and tries to stop him.]]
* {{Tykebomb}}: An orphan found and adopted by the Shredder at an early age, he turned her into one of his most loyal and capable lieutenants. The Shredder, surprisingly enough, turns out to be a rather good parent (at least from her account) and the ensuing loyalty she feels to him is at the core of her character arc.
* UndyingLoyalty: This is what prevents her from making a HeelFaceTurn for most of the series. She genuinely respects the Turtles, almost has a friendship with Leonardo and knows to some extent that the Shredder's motives aren't exactly pure, but due to the role he played in her life, she feels like she owes him, and stays by his side no matter what. Even when he actually is defeated, she ends up blaming the Turtles for it and going on a RoaringRampageOfRevenge against them. Eventually, it takes [[spoiler:the Shredder trying to destroy TheMultiverse (him and her included)]] to make her leave him once and for all.
* UnwittingInstigatorOfDoom: Her poor treatment of the Foot Mystics eventually results in them betraying her, which not only ends up inconvenient for her, [[spoiler:but also results in the Tengu Shredder being resurrected.]]
* VillainWithGoodPublicity: Much like her father, she's seen as a savior of New York after the Triceraton invasion, though she's much, much more heroic than him.
* WildCard: Due to her sense of honor clashing with her allegiance to her father, she has worked with the Turtles as much as she has fought against them.
* WorthyOpponent: To the Turtles in general, but typically to Leo.

[[caption-width-right:350:Master Khan with several Cyber Ninjas]]
!!!'''Voiced by:''' Creator/SeanSchemmel

A highly skilled Foot Ninja who tries to bring the Clan back to its former glory in Season 7, and who becomes Cyber Shredder's agent in the real world.
----
* AmbiguousSituation: Many believe that Khan is a former Foot Elite. Aside from having the same voice, being just as fast, and theme music as them, there's very little evidence to support this theory, given his different skin tone, more frail physique, lack of red eyes, and quasi-mystic teleportation techniques.
* AnimalMotif: The dragon—fitting, since he's also TheDragon.
* ArchEnemy: Becomes a secondary one to Casey. Though Hun is always the more prominent example, Casey has a lasting grudge towards Khan over being an EvilMentor, which makes their encounters more personal than they would've been otherwise.
* ConvenientReplacementCharacter: Essentially only introduced in ''Back to the Sewers'' to replace Karai as the acting leader of the Foot, since it's heavily implied that she left with Chaplin after the Season 5 finale
* DiminishingVillainThreat: In his introduction, he's a seemingly supernaturally strong and fast foe who's too much for the Turtles and took credit in the BadFuture for killing them. As the season went on, however, he became steadily less threatening, with Michelangelo and Donatello being able to fight him off in "Identity Crisis" and Raphael defeating him in one blow during "City Under Siege".
* TheDragon: To Cyber Shredder.
* EvilMentor: He is first seen running a martial arts school, whose students include Casey.
* EvilRedhead: He has nice long mane of red hair, and is a deadly Foot assassin.
** Though his hair is most likely dyed, considering how rare it is for Japanese to have red hair.
* FlatCharacter: He doesn't serve much purpose besides being the Cyber Shredder's right-hand man, with his only motivation being to restore the Foot to its former glory.
* HeroKiller: In the BadFuture where the three Shredders wage war with each other, Khan takes credit for killing the Turtles. They're not happy to meet him for real once back in their true time period.
* LargeHam: Almost always speaks with a bombastic tone of voice and pretty much yells most of his dialogue.
* LeanAndMean: He is very frail and violent.
* MysteriousPast: Virtually ''nothing'' is known about Khan and how he came to be with the Foot.
* StrongerThanTheyLook: Incredibly frail he may be, it doesn't stop him from putting up a good fight.
* SuspiciouslySimilarSubstitute: Some have found him to be one to Tatsu, Shredder's [[TheDragon right-hand man]] in the 1990s films.
* UndyingLoyalty: Even after the Foot essentially dissolved after Season 5, he still trained ninjas to prepare for the return of the Shredder.

!!!'''Voiced by:''' Zachary Mastoon [[labelnote:Foreign [=VAs=]]]Christophe Hespel (FR)[[/labelnote]]

A young scientist who becomes the head of the Foot's science department in Season 3.
----
* AlwaysSomeoneBetter: Is this to Stockman. Stockman spends multiple episodes designing ways to kill the Turtles, Chaplin nearly succeeds in his debut with his NighInvulnerable MechaMooks, which were only stopped thanks to sabotage by Stockman.
* AmazonChaser: A look at his Amazonian Blade Bots makes it clear that a large part of his crush on Karai rests on her ability to kick ass.
* AscendedFanboy: He is positively ecstatic to be working with his personal hero, Stockman.
* TheBusCameBack: After being absent in Season 4, he returns in Season 5 as Karai's lieutenant.
* ChuckCunninghamSyndrome: Though he and Karai left the Foot together and he was still by her side in Season 7, he is entirely absent in ''Turtles Forever'' when Karai goes back to serving Ch'rell.
* TheDragon: Karai's lieutenant in Season 5.
* FantasticallyIndifferent: What's his reaction to finding out his boss is an alien? He thinks it's "wicked cool".
* {{Foil}}: To Stockman. While Stockman is sarcastic and his plans fail all the time, Chaplin is very friendly and his creations (the Amazonian Blade bots) were nearly victorious with eliminating the Turtles. The only reason they failed was because Stockman ''sabotaged'' them.
* ImprobableAge: Although the art style makes it somewhat hard to determine just how old he is, the various comments made about it suggest that he is either a teen or barely in his twenties when he debuts, which makes him rather young for a doctor and way too young for a department head.
* MaybeEverAfter: He leaves Season 5 holding Karai's hand but we only see one more voiceless cameo from him in the GrandFinale that doesn't really provide any clarity as to whether or not they got together.
* MythologyGag: He looks like the [[WesternAnimation/TeenageMutantNinjaTurtles1987 1987]] human Baxter Stockman, sharing the same wardrobe, with the only difference being his hair color being red, which is derived from the 1987 toyline version of his fly form (with his hair remaining blonde in the show itself).[[note]]He also resembles Stockman's redheaded twin brother Barney from the same animated series.[[/note]]
* NiceGuy: Despite working for the Shredder, he's extremely friendly and enthusiastic.
* OlderAndWiser: By Season 5 he's still pretty dorky but he's generally much more mellow and comes across as much more experienced.
* PunchClockVillain: He's not evil at all, just on the wrong side and loyal to Karai.
* SarcasmBlind: He never picks up on Stockman's insults.
* TookALevelInBadass: In Season 3, he's your typical geeky scientist who rarely goes out in the field and needs support when he does. In Season 5, he's muscled up and personally leads the mooks against a horde of demons.

!!Yin and Yang
[[quoteright:350:https://static.tvtropes.org/pmwiki/pub/images/yin_and_yang.png]]

Two Foot Ninja who act as the bodyguards and personal assistans of Karai.
----
* AmbiguouslyEvil: Since they're part of the Foot Clan, they are enemies and their skills make them quite dangerous, but never antagonize the turtles after the City At War arc, not even when Karai takes control of Shredder's legacy.
* AllThereInTheManual: Sort of. Their names are never revealed in the series ''and'' in any official external media, though Peter Laird has suggested calling them Yin and Yang.
* BaldOfEvil: It's uncertain how evil the short one is, but he's certainly bald.
* BigGuyLittleGuy: Self-explanatory. They differ in size, but both are quite intelligent.
* BodyguardingABadass: They are the bodyguards of Karai, who, in "City at War, Part 2", is shown to be capable of kicking both the Turtles' ''and'' Casey's butts.
* PurpleIsPowerful: They are more capable than the standard Foot Ninjas and their outfits are purple.
* UseYourHead: The shorter bodyguard defeats Casey with a head-butt.
* WhatHappenedToTheMouse: After their appearance in "Enter the Dragons, Part 1", they are never seen again.
* TheWorfEffect: They're out of the turtles and Casey's league when they first appear, though not necessarily a curb stomp, but are weirdly easily dealt with by the Foot Guard, that the turtles are able to take down.

[[quoteright:350:https://static.tvtropes.org/pmwiki/pub/images/foot_ninjas.png]]

The standard ninjas of the Foot Clan. They are pretty weak when fought alone, but can quickly overwhelm their opponent when they attack them as a group.
----
* ConservationOfNinjutsu: As the series went on and they became less of a threat, this inevitably took into effect.
* DarkIsEvil: They are clad in black clothing.
* HighlyVisibleNinja: Averted, as they behave like actual ninjas, utilizing stealth to their advantage.
* {{Mook}}: They are the standard {{mooks}} of the Foot Clan.
* {{Ninja}}: Obviously.
* TookALevelInBadass: Inverted. In the first episode, they nearly managed to defeat the Turtles, which forced the heroes to retreat. But as the series went on, they became less of a threat. By "The Way of Invinsibily", the ''eighth episode of the series'', the Shredder has already begun to look for different methods in taking out the Turtles, which led to Stockman "creating" the Tech Ninjas.
** Played straight in Season 4, where Karai becomes the new Shredder and reorganizes the entire Foot Clan. They become a much bigger threat than they were before and give the Turtles a run for their money. Raph comes out of a fight with just three of them exhausted and falling to his knees.
** Also played straight in ''WesternAnimation/TurtlesForever'' where most of the Foot Ninja are mutated into an entire army of humanoid animals, including [[Film/TeenageMutantNinjaTurtlesIITheSecretOfTheOoze Tokka and Rahzar]] and other mutants, who end up attacking New York city and the Turtles have to get special anti-Technodrome gear from [[WesternAnimation/TeenageMutantNinjaTurtles1987 the 1987 universe]] in order to take them down.

Foot Ninjas who are equipped with special cybernetic suits. Their suits not only enhance their abilities, but also grant them invisibility.
----
* AmbiguouslyHuman: In "The Way of Invinsibility", Stockman talks about creating them but he ''could'' just be talking about their suits. Raph and Casey also say that they are not human. Also, some are seen with bandages or appear to show human emotions across the same episode and others.
* ClothesMakeTheSuperman: Their suits enhance their physical abilities and allow them to be invisible.
* CombatPragmatist: They would do anything in order to achieve victory. One of them even piloted a vehicle against the Turtles.
* CoolMask: With almost bug-like eyes.
* EstablishingCharacterMoment: In "The Way of Invisibility", Stockman introduces them to the Shredder, explaining their abilities and strengths.
* InvisibilityCloak: Their suits allow them to be invisible. This is also what makes them more challenging than the regular Foot Ninjas.
--> '''Casey''': Cloaking device? [[ShoutOut What are they]], [[Franchise/StarTrek Klingons]]?
* TurnedAgainstTheirMasters: A variation, as Stockman is implied to have created just their suits. At the end of "The Way of Invisibility", two Foot Tech Ninjas drag Stockman off to get "punished" on Shredder's orders

[[quoteright:350:https://static.tvtropes.org/pmwiki/pub/images/foot_elites_with_cool_hats_6.png]]

A specialized division of the Foot. They are the elite ninjas of the Foot and the Shredder's personal body guards and lieutenants.
----
* AvengingTheVillain: After the Shredder's apparent death at the hands of the Turtles, the remaining Elites swear a vendetta against both them, the factions of the Foot and other gangs now fighting for control over New York.
* ADayInTheLimelight: They got a little more focus in the "City at War" arc as they try to regain control of the city for themselves.
* AllAsiansWearConicalStrawHats: They all wear conical hats.
* ConservationOfNinjutsu: There are only four of them and they are by far the strongest of the Foot Ninjas. In their first appearance, they completely beat up Leo and in a later episode, it took the combined efforts of all of the Turtles in order to take them out.
* DiminishingVillainThreat: In the first season, they're deadly fighters who destroy Leo in a fight and are possibly second only to the Shredder in threat level. From the second season onwards, they're still capable fighters but never inflict another defeat on the Turtles again and sometimes they receive an EliteMook equivalent of TheWorfEffect against people like Bishop or the Tengu Shredder to emphasize how [[SortingAlgorithmOfEvil skilled or dangerous the later enemies are]]. The only notable exception to the Elite getting Worfed by newer villains occurred during the "City At War" three-parter where they beat down Karai's elite soldiers from Japan who were good enough that they were able to defeat the Turtles when they initially appeared.
* DragonAscendant: With Hun leaving for the Purple Dragons, the Foot Elite are left as the highest ranking commanders of the Foot Clan after the Shredder's apparent death in "Secret Origins".
* TheDreaded: Becomes this to Leonardo after the savage beatdown he receives at their hands. They are not present in the comic book version of the storyline.
* EliteMook: They serve as the absolute best fighters of the Foot, second only to Shredder himself.
* EnemyCivilWar: They strike at all parties involved in the war over the New York underworld, including the Japanese Foot.
* EstablishingCharacterMoment: In the very same episode they're introduced, they ''savagely'' beat down Leo to the point he's nearly ''dead''. Also, they later ''completely ransack'' April's antique store. All of this establishes them as formidable foes and TheDreaded to the Turtles, especially to Leo.
* FlatCharacter: None of them really have any character traits beyond their blind loyalty to the Shredder. In the cartoon, each Elite has a unique weapon, but that's about it.
* KnightOfCerebus: Much like the Shredder himself. Whenever they appear, the Turtles treat them as serious opponents who are definitely capable of killing them. Or at least that was the case in Season 1, after which the Turtles became better at fighting them.
* NoHoldsBarredBeatdown: ''Savagely'' beat up Leo, leaving him nearly ''dead''.
* RedEyesTakeWarning: All of them have red eyes.
* SparedByTheAdaptation: Barring the uncertain question of whether or not they eventually got [[UncertainDoom killed by the Tengu Shredder]], the Foot Elite in this series don't die at the hands of the Turtles during the ''City at War'' story, unlike their Mirage counterparts, and go on to become recurring villains until the fifth season.
* UncertainDoom: In the fifth season, they're taken down by the Tengu Shredder and are never seen again, not even during ''Fast Forward'' or ''Back to the Sewers''. Whether they died or not is never adequately answered.
* UndyingLoyalty: They are blindly loyal to the Shredder. This is exaggerated, as after his apparent death, they fight against everyone, including Karai, who came in order to stabilize the Foot and become its new leader before Shredder's resurrection. They only became loyal to her after she kicked their asses in a fight.

The scientists and technicians of the Foot Clan. They are responsible for the advanced technology of the Clan, but they are rarely seen in combat.
----
* BaldOfEvil: All of them are bald
* EyelessFace: Their eyes are obscured by their visors.
* OmnidisciplinaryScientist: They are responsible for the technology of the Foot Clan, but they are also specialized in genetic engineering, as seen in "Notes from the Underground, Part 1".
* OneWayVisor: Their visors conceal their eyes.
* TookALevelInBadass: Throughout most of the series, they are largely useless in combat and are protected by the Foot Ninjas. When Karai reorganizes the entire Foot Clan in Season 4, various Foot Technicians are seen piloting [[MiniMecha mini mechs]].
* UncertainDoom: The two Foot Technicians from "Darkness on the Edge of Town" are taken by Hun at the end of the episode. It's unknown if they were killed, simply detained or mutilated like Stockman.
* YouAllLookFamiliar: All of the Foot Technicians, with the exception of the one from "Notes from the Underground Part 1", look identical.

Robotic soldiers and duplicates who are specialized in combat. They were created by Baxter Stockman.
----
* ArmCannon: One of them has a laser cannon.
* CanonImmigrant: A Foot Mech first appeared in the [[VideoGame/TeenageMutantNinjaTurtles2003 TMNT 2003 game]] as a boss called "Foot Gunner" before making a proper debut in the actual series.
* CyberCyclops: All of them have one eye. The duplicates, however, have two.
* EvilKnockoff: Several of the Foot Mechs were designed to resemble various influential figures like the US president and the prime minister of England. There was also a robotic copy of Splinter, who was created to infiltrate the Turtles and take them out.
* HandicappedBadass: Several of the Foot Mechs are incomplete but fight anyway with ones without a head and with only one complete arm still putting up good fights.
* KatanasAreJustBetter: One of them uses a katana.
* MechaMooks: Obviously. They are robotic soldiers and robotic duplicates of people (like the mayor and the president).
* ShockAndAwe: The headless Foot Mech can deliver electric shocks to anyone it touches.
* UncertainDoom: The Foot Mechs are all apparently destroyed in "Rogue in the House, Part 2", but do make two reappearances in the show (both were dream sequences but one was DreamingOfThingsToCome), making it possible that some were salvaged from the wreckage of the ship, such as the headless one which just fell into the water and the one with the laser cannon (he was ripped in half, but this was a fate another Foot Mech had remained functioning after earlier).

Robots who are specialized in combat and were made in the likeness of Karai. They were created by Dr. Chaplin in Karai's likeness and were used in a plan to take out the Turtles.
----
* AmazonBrigade: They are a group of robots, who are based on Karai.
* EstablishingCharacterMoment: At the beginning of "New Blood", they are tested in a fight against Karai. Then they proceed to kick her butt.
* {{Fembot}}: All of them are based on Karai.
* HeroKiller: In "Same As It Never Was", they overwhelm and slay Future Mikey.
* MechaMooks: They are robots made to resemble Karai. Needless to say, they are far tougher and more powerful than the Foot's previous Foot Mechs.
* NaginatasAreFeminine: One of them carries a naginata, though Donatello later picks it up since his bo staff got broken in half earlier by a chainsaw.
* NighInvulnerable: They survive explosions, being flooded, falling in the water, strikes from the Turtles and they just keep coming.
* NearVillainVictory: They were nearly victorious in killing the Turtles. The only reason they failed was because Stockman sabotaged them.
* RobotMe: Chaplin deliberately designed them to resemble Karai.
