The actor was even ''hand-picked '' by Paul Gross to be Kowalski because he was Paul Gross's friend in Canada! And during Season 3, Ray Vecchio, by contrast, was believed to be corrupt and a murderer, probably to make Kowalski look even better.
** In fan fiction, Kowalski is frequently a MartyStu. Fanfiction writers tend to make Fraser and Ray Vecchio not perfect and dwell on their faults.
** Rewatching the first season, Ray has a constant massive case backlog, seems universally hated by judges and public officials, has forged official documents (how he got Diefenbaker his "Wolf License"), has at least attempted to commit entrapment, and has made references to trying to blackmail judges with embarassing photos (to help Fraser, of course), and there was that time that he went to Canada and somehow got a hold of a large quantity of guns and hand grenades. Even the actor that played him thought Ray's only redeeming quality was his loyalty to his friends and family. Remember: Ray isn't supposed to be a terribly good cop (that's Fraser's job), Ray is the polar opposite and foil to Fraser, the incorruptibly good super cop.

It's because Paul Gross liked the actor who played Kowalski better than the actor who played RayV, and so made Kowalski into a great cop, while trashing RayV's character. It was terrible for Paul Gross and the writers, to do that!
