Given that he was one of Bruce Wayne's best friends before his FaceHeelTurn and his transformation into Two-Face is one of Batman's most personal tragedies in this incarnation, it was a real missed opportunity not to show a non-scarred and mentally sound version of him as part of Bruce's dream world.
