Given how the tribe chooses who would be the next chief, the chief having only one child could potentially pose a problem if said child proves to be controversial and isn't able to get a majority of the vote. In order for the tribe to even consider someone that is not the child of the previous chief, a supper majority would be needed but if like 49% is insistent on the chief's only child being the next chief, things could get very messy. To avoid that kind of situation, Spitelout had to make Snotlout appear to be a much more desirable choice than Hiccup and for a while, it looked like Snotlout would end up as the next chief. When the battle against Green Death happened and Hiccup went from being thought of as the village screw up to being a hero, Spitelout was so used to the idea that Snotlout was going to be the next chief that he couldn't let go of that idea and continued to push Snotlout and it took Harthacnut's failed invasion of Berk to make him realize Snotlout as chief would be a disaster.

To make it worse he took pleasure in hearing their death screams. In a couple of epigraphs, its revealed that he is remembered as Mildew the Vicious. He is basically a man with no loyalty to anyone who is willing to do anything to gain the power and influence he wants over others or at least save his own neck.
