While as things stand, there are genuinely good reasons they can't do more--Cynn Numair himself points out that expanding the royal order would be a bad idea, since having a large military force loyal to a single ruler never ends well, and committing the army would indeed be an act of war. However, the council continues to stonewall even once Numair comes up with a plan for a multiversal task force, making it clear that their ''real'' issue is being a pack of hidebound racists.

In the early twentieth century, the nation of Aetheri ended its interdimensional isolation and made contact with the Symphony Archipelago, revealing to the humans living there that there was an entire multiverse around them...and then things immediately went downhill. In the 1990s, Aetheri's leadership changed, and a family of three half-siblings in the Archipelago struggled together against the bigotry between humans and non-humans. By 2005, the family has been torn apart.

Hawk, the middle child and a half-human with wings, is working his way through the Archipelago to reach Aetheri to rescue his sister Lilya, who he believes has been abducted. Lilya, the youngest of the three, believes her two older brothers are dead, and is having trouble unraveling who's a friend and who's an enemy as she adjusts to Aetherian life.
