Loboto’s lobotomy may have initially worked to cripple his psychic powers, but the procedure may not have have actually taken away his mental abilities. Instead what it could’ve done is hampered some of his initial memories during childhood, possibly a form of amnesia, and affected his early development. His parents may have likely exploited this fact and raised him to hate psychics to help further suppress his powers.
