Either because 1) Grover was prohibited from having his own pipes because of his failure with Thalia, 2) he wasn't of age by satyr standards, or 3) his potential for woodland magic is implied to be chaotic during his past lessons and was restricted from having his own pipes until he was mentally able to control his magic.
After he's rescued, Grover is rewarded his own reed pipes at a young age for discovering the Golden Fleece and removing the Polyphemus obstacle in their quest for Pan. With better budget for season 2, Grover will get to show off his woodland magic to Percy and Annabeth in the season finale.
