Originally Luna was in charge of the Equestria's finances, and she would come to collect taxes annually on Nightmare Night, starting off the tradition of a holding a fair to collect the year's tribute. Naturally many would show up disguised in order to evade Taxes. The macabre theme reflected the whole inevitability of Taxes. However after Luna turned to evil, that night became associated with Nightmare Moon. Add one thousand years of cultural evolution and the original purpose of the event was forgotten. But it still remains vestigially as the Candy Tribute.

Prince Blueblood will step in and start shaky before everything gets under control. Then Twilight and the other five meet a duo of other ponies who turn out to be unicorn!Celestia and pegasus!Luna (Not unicorn AND pegeasus) in more 'civilian' forms. Celestia so she can take a vacation, and Luna so she can get some friends. Celestia will find out at the end of the episode that Blueblood actually has a knack for keeping stuff together, and assign him through letter to take care of everything, so he can learn to rule in case she ever has to handle something far away (read: decides she wants to slack off). The morale will be that friends come in all sizes and roles.
* That or because Celestia and Luna are responsible for raising the sun and moon respectively the Equestrian Empire will fall and a literal Dark Age will be upon them all.
** I sincerely doubt that Celestia (who's been handling both for a long time) would forget about that. She'd probably take off, handle it, then get back to being just another pony.
* As a little in-joke, the princesses' civilian identities will recycle old pony names such as "Star Catcher" and "Moon Dancer".

The combined Elements of Harmony are the TARDIS. Both are well over one thousand years old, and Celestia looks quite different compared to her original apppearance from the story Twilight first reads in the pilot. The reason for this is by using the Elements all by herself, Celestia had taken on more power than her body could handle, forcing a Regeneration. Her influence on the timeline is much more indirect once Twilight and company come along, preferring to direct them through her various letters. Until then, she began all the legends of Nightmare Moon, purposely including the story that she would return in 1000 years. After that, all she had to do was wait.

As for Princess Luna, she hasn't been around because she's been busy traveling through the 1000 years during which she was imprisoned.

but not become evil. She's spent all of season 1 trainiing to gain control of this form.

This shows up in a lot of fanfic I've seen, but it does make sense. Given how much languages change over time, if we assume that NMM's modern english was magically-aided, its entirely possible that she would have been speaking Canterbury Tales-era English, and needed to learn what was basically a new language, not to mention technological innovation, cultural changes, court protocol, and studying the history of political affairs in the centuries she missed to avoid foreign relations gaffes.

She'll be trying desprately to make up for what she's done, but have only Celestia's support due to the legend and what she's done. It'll be Fluttershy or Pinkie Pie that accepts her.

Nightmare Moon wasn't eleminated, but sealed inside of Luna. We'll find she's been spending the last season fighting to remain in control, Celestia keeping that hidden so not to cause the subjects to worry or someone to make more trouble for Luna. In season 2, she'll come to the Mane Cast so they can use the Elements Of Harmony to fully free her, but as mentioned above, they've slipped a little in those areas and the conflict will come from trying to fully regain them before Nightmare Moon overpowers Luna again. Either Nightmare Moon is purged completely, or [[LiteralSplitPersonality split into a seperate entity]] who will become the BigBad afterwards.

For starters, we know that she had faced jealousy strong enough to affect her physical appearance for at least a thousand years.
We also know that supposedly, the elements of harmony purged this jealousy from her.
Now try to imagine, going from a single, negative state of mind to at least a neutral one over the course of a few seconds.
Additionally, there is a good chance Luna still remembers what she did as NMM.
all things considered, I would not be surprised if she at the very least has some big nightmares (no pun intended) about what she has done.

Fans have speculated that Luna is busy taking her duties of controlling the night again. Now, there's no reason for her not too, but assuming that works the same as Celestia's magic, she should be able to go with her during princess duties. (Like say, she should have been there during "Swarm of the Century" and "Sonic Rainboom.") This is because Luna understands that she's spent a thousand years as one of Equestria's boogeyponies, and even a pardon from Celestia won't change that opinion overnight. (And even if it did, Luna would probably want to redeem herself anyway, assuming that she's TheAtoner.) Luna is currently traveling Equestria, doing as many good deeds as she can. She may or may not be using her Nightmare Moon form for this, mostly because Nightmare Moon would make a good [[{{Batman}} Batpony.]]

Related to the WMG above that Celestia is grooming Twilight to be her successor, but different. After all, why would an immortal [[GodEmperor Goddess-Princess]] need a successor? Besides which, if Celestia has no foals of her own, her legal heir would be her younger sister, Luna. No, she's training Twilight to someday hold an important political position at court: [[ASongOfIceAndFire Hoof of the Princess]]. Think about it: at the premiere social event of Equestrian society, Celestia kept Twilight at her side all night while all the other guests ''made their obeisances''. That's basically a declaration to the entire aristocracy of Equestria that they should get used to the idea of bowing to Twilight Sparkle. Also, Celestia didn't just send Twilight out to make friends just so that Twilight would be happier; she wanted Twilight to learn how to recruit political allies. And why Ponyville? It's a place where the previously sheltered Twilight could learn more about the lives of pony commoners. And what has Twilight been learning? How to manage and govern ponies. Just look at the events of "Winter Wrap-Up."

At least the high-ranking ones do. If you look closely at the guests at the Grand Galloping Gala in "Best Night Ever," a lot of them have astronomy-related cutie marks. Prince Blueblood has an eight-pointed, stylized star; the guest who stumbles over Applejack's apples during the "Pony Pokey" has a reflector telescope mark; a pony who shakes Twilight's hoof too vigorously during the same song has the constellation Orion; a blue pony with a black, slicked back mane who is standing to the left when Pinkie squeals "the shiny dance floor!" who has three five-pointed stars; and, just after Applejack sings "and I'll a lot of money/ for the Apple family" during the "At the Gala" song, there is a group of six unicorns, including two identical brown ones who both have stylized suns, a dark blue one and a white one both with two small stars and a large one, and another dark blue one and a grey one with an eight-pointed stars like Blueblood's. (Most of those ponies were visible in multiple scenes at the party, not just at the points I mentioned.) And when you think about it, this makes sense: the [[GodEmperor goddess-princesses]] who rule Equestria are associated with the sun and moon, and have corresponding cutie marks, so it's not surprising that the aristocracy, perhaps as a sign of their relationship to the sovereign, also have astronomy-related marks. This might also connect to the guess above that Twilight is related to the princesses: her cutie mark is also a star pattern, as is her mother's (a different star pattern), while her father's is two crescent moons. At the very least, it implies that the Sparkle family is of noble blood.

They were created by a group of scientists who wanted to make a superior being by using the DNA of many of the creatures that lived in Equestria's World. Luna and Celestia were not the only ones, but they were the most successful. Obviously they were made by combining the DNA of all three pony species and maybe even other creatures. Discord was one of these expiriments, made up of several creatures, making his nature so mixed up he could never think straight. Making everything else chaotic was the only way he could feel normal. He was extremely powerful, which is what the scientists wanted, but since he was so screwed up in the head he was deemed a failure. Like Mewtwo in the first Pokemon movie, he went crazy and broke out, and then proceeded to take over the land. After some time, when Celestia and Luna discovered the Elements of Harmony, they overthrew him, took over, and proceeded to fix things up and make life better for the other creatures in Equestria. Celestia, Luna, and Discord were far from the only beings created in the expiriments. There are other expiriments, with huge variety in appearance and abilities. Some may even be as powerful as Celestia, Luna, and Discord. They range from benevolent to malevolent, and we will see more of them in future episodes.

But not as how it is written in legend.

* Remember Celestia's nickname: "Trollestia"? Well, Luna is maybe kind of too serious, but Celestia keeps trolling her and even goes all "u mad?". She gets pissed off and thus rebels. In the beginning, things are not yet out of control so Celestia doesn't really care. But, things go out of control and it doesn't even work after Celestia apologizes (insincerely), so in the end Celestia has to seal her. But well, seems like Celestia didn't change much after 1000 years, while Lune has found out that she is the one who is too serious. Actually to be fair, Celestia does do a little of reflection and remorse, so she does change a little.

After having written both of the possibilities, I feel that the second point is more possible, considering how it is written in legends.

** How to explain Nightmare Moon? I guess it is possible that Luna doesn't think that her joke is overboard: instead, she is pissed by the thought that most ponies are humorless. But, for some reason, after she is snapped out of the nightmare(Nightmare Moon), she finds out that she is terribly wrong.
