Not because of something special about him or an advancement in the way they make them, but rather he was a normal Nomu rendered brain dead, only to have someone with a mind swapping or possession quirk take over his body. While the physical damage to the brain is still there, its not perfect, but it allows him to keep some of his intelligence.
