In this game, the Mafia are the main antagonists and they've essentially usurped control of the Soviet government with their drugs. [[WMG: This game and HotlineMiami take place in the same universe.]]
So, besides both games using Retraux, insane levels of violence and a dark synth soundtrack, both seem to have a certain plot element that could connect them. In Hotline Miami, one of the main factions in the game is the Russian Mafia, who are absurdly powerful in America during the 1980s and early 1990s, which shouldn't exactly happen considering that the Soviet Union is still strong (apparently even more than America) in that timeline.
